4 Sept 2025 Deputy Thornberry, while on stationary patrol, observed a pickup truck bearing OH registration commit a turn signal violation while turning left onto Greene Street. After following the vehicle, the driver made a right turn onto Colegate Drive, then committed marked lane violations. A traffic stop revealed the drier, John Groom, to have a strong odor of an alcoholic beverage about his person. Groom also had watery eyes and was covered in sweat. While attempting to conduct the field sobriety tests, Groom admitted that he had a couple of drinks, that he was drunk and just wanted to go to jail. Groom refused the field sobriety tests and was taken to the Ohio Highway Patrol Post 84 to conduct a breath test. Groom became combative and stated he was withdrawing from alcohol. John Patrick Groom, age 36, 102 Hillcrest Drive, Marietta, OH, was cleared medically and then transported to the Washington County Jail on a charge of driving while under the influence of alcohol/drugs.
6 Sept 2025 Lt. Stillson, at approximately 0108 hours, was on patrol in the area of the 6 mile marker of I77, southbound, Muskingum Township. Lt. Stillson observed a black Chevrolet Monte Carlo bearing Ohio registration drive over the fog line on three occasions, so far he could see the fog line between the vehicle tires. The driver would slow in speed to as low as 55mph and speed up to as fast as 75mph, several times. A traffic stop revealed the driver to be Brian Joseph Elkins. A distinct smell of an intoxicating beverage was emitting from the vehicle. Elkins’ speech was slurred and slowed. After Elkins exited the vehicle, Lt. Stillson noted the smell of an intoxicating beverage emitting from his person. Elkins completed standardized field sobriety tests which he performed poorly on. Elkins refused to submit to a blood alcohol test. Elkins, age 48, 4271 County Line Road, Diamond, OH, was transported to the Washington County Jail charged with operating a vehicle while intoxicated.
6 Sept 2025 Deputy Gerber conducted an investigation into Eric Wayne Nutter, 480 Rummer Road, Marietta, OH, which resulted in the arrest of Nutter. Nutter, age 60, was placed under arrest and charged with voyeurism and menacing by stalking. Nutter was transported to the Washington County Jail for processing.
6 Sept 2025 Deputy Gainer received a warrant from the State of Florida Department of Corrections for the arrest of Scott Allan Johnson on charge of probation violation. Deputy Gainer compared the date of birth and the social security number provided on the warrant to information on Scott Allan Johnson, 1308 Williamson Avenue, New Matamoras, OH, finding them to match. A copy of the warrant along with the charge of fugitive from justice was provided to Johnson.

David Saul McDaniel, age 41, Middleport, OH, failure to comply with order or signal of PO elude or flee and theft, and a parole violation, all felonies.
Thomas James Walters, age 50, Portsmouth, engaging in pattern of corrupt activity and theft, both felonies.
Adam Dale Mason, age 41, Belpre, OH, driving under suspension, a misdemeanor.
Wayne Anthony Rhodes, age 36, Belpre, OH, no seatbelt, a misdemeanor.
Robert NMN Windsor, age 36, Pomeroy, OH, driving under suspension, a misdemeanor.
There are currently 33 women and 91 men incarcerated in the Washington County Jail.
