​4 May 2025 Sgt. Augenstein along with Deputy Davis responded to Main Street, Waterford Township, to a report of Luticia Babb briefly walking inside a neighbor’s residence, and walked back out while the resident and child were inside.  Deputies met with the resident who advised his child got him out of bed and advised a lady was inside the house.  The resident got up and stated he heard the front door close, so he went outside and encountered Luticia Babb on her front porch next door.  Babb was asked if she had just been inside his house, and she initially told him no.  She was asked again and she stated,  “Someone told to me to”.  The child reported playing and the “neighbor lady” came in the front door and went upstairs.  Babb was upstairs for a few minutes and then came downstairs and walked out the door.  Babb was not seen removing anything from the residence.  Luticia L. Babb, age 41, 375 Main Street, Waterford, OH, was later located and transported to the Washington County Jail charged with burglary.

Joseph Franklin Wells, Jr., age 34, Beverly, OH, 3 counts tampering with evidence, obstructing official business, 6 counts grand theft, 2 counts aggravated trafficking in drugs, breaking and entering, receiving stolen property, unauthorized use of a vehicle, complicity to breaking and entering, and complicity to theft, all felonies. 

Hector Perez-Leana, age 33, Winston Salem, NC, speed and no operator’s license, both misdemeanors.

Jeremy Ross Donohew, age 36, Gallipolis, OH, possession of drugs, a felony.

Jodi Michelle Ditterline, age 39, Stockport, OH, domestic violence, a misdemeanor.

Rachel Lynn Povosky, age 23, Marietta, OH, possession of cocaine, a felony.

Jessica Nichole Dalrymple, age 39, Marietta, OH, unauthorized use of motor vehicle, and obstructing official business, both misdemeanors.

Roger Carl Bolin, age 63, Lowell, OH, escape and parole violation, both felonies.

Robert John Hogan, Sr., age 57, Marietta, OH, domestic violence, a misdemeanor.

Joshua Dakota Hart, age 27, Marietta, OH, tampering with records, failure to provide notice of change of vehicle information or identifiers and sex offender failure to notice change of address, all felonies.

Joshua Daniel Campbell, age 40, Waterford, OH, aggravated possession of a fentanyl related compound, a felony, obstructing official business, illegal use or possession of drug paraphernalia, and breach of recognizance, all misdemeanors.

Maria Teresa Rutherford, age 41, Vincent, OH, aggravated possession of drugs, a felony.

Jennifer Lee Richards, age 51, Williamstown, WV, no operator’s license, a misdemeanor.

Brandon Kyle Rutherford, age 37, Lower Salem, OH, 2 counts tampering with evidence, and possession of drugs, all felonies, drug paraphernalia, OVI alcohol, drug of abuse or both, and failure to control, all misdemeanors.

Shane Dee Burchett, age 50, Barberton, OH, probation violation, a felony.

Joseph Lee Kellison, age 36, Belpre, OH, domestic violence and criminal damaging, both misdemeanors.

Corey Butler Adams, age 40, Chapmenville, WV, probation violation, a felony.

There are currently 16 women and 95 men incarcerated in the Washington County Jail.
