30 Jun 2025 the Washington County Sheriff’s Office received information on a wanted individual, Jill Kristin Bolden, who was currently being housed at the Washington County Jail. Deputy Tucker confirmed the warrant from Wood County, WV, for charges of child abuse and bodily injury, domestic battery and strangulation. Bolden, age 44, 53 McCommas Drive, Little Hocking, OH, was confirmed as the individual wanted by the State of West Virginia. A charge of fugitive from justice was filed on Bolden.
30 Jun 2025 Deputy Thornberry conducted a theft investigation in Marietta, OH, of plywood items. This investigation is continuing at this time.
30 Jun 2025 at approximately 1215 hours deputies were dispatched to the area of the Lowell Elementary School, Adams Township, regarding a child, approximately 2 years old, being found unattended, wandering the streets of Lowell. The child was reported to be very dirty with a soiled diaper. A search for the guardian began and was located at 320 5th Street, Adams Township. Upon making entry through an opened door, deputies located two young children approximately 2 years old naked, standing on the stairs, blocked by a baby gate blocking access to the upstairs, covered in feces and crying. The room was covered in feces and 4 other children were found in similar conditions. All children were removed from the home and given medical attention. Emily Daniella Lowers, age 31, Lowell, OH, was placed under arrest and charged with endangering children. Lowers was transported to the Washington County Jail.
1 Jul 2025 Deputy Thornberry was dispatched to 2349 State Route 821 Unit B, Muskingum Township, to a report of a theft. Deputy Thornberry was advised that Christopher Kimble had recently been terminated. After the termination it was reported that Kimble made a post on a Facebook group trying to sell a portable oxygen concentrator, consistent with equipment that he would have possessed while working at the company. Through investigation it was determined that Kimble was living in Pioneer Township and contact was made at the location. Kimble’s story changed multiple times as to the location of the portable oxygen concentrator. After obtaining a consent to search the residence and vehicles, the portable oxygen concentrator was found hidden in a vehicle, along with a second one found hidden in the back seat. These items were confirmed as stolen based on the serial numbers. Christopher Shawn Kimble, age 32, 2708 Linden Avenue, Parkersburg, WV, was placed under arrest and charged with receiving stolen property and theft. These were valued at $9,000.
2 Jul 2025 Deputy Norris began an investigation into a hit/skip private property accident in Marietta Township.
4 Jul 2025 Deputy Pugh was dispatched to Ellsworth Drive, Marietta, OH, in reference to Amanda A. Westfall being disorderly. Deputies found Westfall standing in the driveway. Previously Deputy Pugh responded to this same location in which Westfall was advised of possible charges for her behavior. It was reported that things had become physical, however Deputy Pugh was advised that Westfall never got physical but was in their face yelling. Amanda A. Westfall, age 50, 318 6th Street, Marietta, OH, was placed under arrest for DOC – cease and desist and was transported to the Washington County Jail for processing. While at the jail, Westfall assaulted a corrections officer by kicking him in the leg during the intake process. Westfall was also charged with assault of corrections staff.
5 Jul 2025 Deputy Wallace was dispatched to meet with a victim of an assault that occurred at a party on Sheets Run Road, Newport Township. It was reported that Emma Murphy had jumped an individual at the party. Contact was made with the victim who had been approached by Murphy and a friend screaming at her stating they heard she wanted to fight Murphy. The victim denied this, and began walking away from the two. The victim was shoved and a huge crowd began chanting for them to fight and she continued saying she wasn’t doing that. Murphy then shoved the victim’s friend out of the way and punched her in the face/eye with closed fists. A bottle was thrown at Murphy as she ran towards the victim. Murphy again grabbed hold of her and ended up landing on top of her, slamming her knee into the gravel, flipping her on her back and punching her in the face. Emma Lynn Murphy, age 18, 141 Oakwood Avenue, Marietta, OH, was arrested for assault and transported to the Washington County Jail.
8 Jul 2025 detectives met with Steven E. Offenberger, age 60, 383 Michaelis Road, Warren Township, Marietta, OH. During the interview Offenberger admitted to viewing and/or downloading thousands of child abuse material for the past 10 years. Detectives conducted a search warrant and secured thousands of child abuse images, i.e. children being raped by adults, etc. Offenberger was taken into custody and charged with Pandering Sexually Oriented Matter Involving a Minor, a 2nd degree felony. Offenberger was transported to the Washington County Jail where he remains incarcerated on a $200,000 bond.
There are currently 23 women and 95 men incarcerated in the Washington County Jail.
