15 Feb 2026 Deputy Wallace,  while on patrol, approached Third and Greene Streets, Pioneer Township, where a vehicle bearing WV registration failed to yield at the flashing red light.  This action caused Deputy Wallace to stop​, ensuring the vehicle did not hit the marked patrol cruiser. The driver continued onto Greene Street, turning onto Fourth Street, where a traffic violation was observed.  The vehicle traveled down the far right of the roadway, where vehicles typically park.  A traffic stop was initiated and contact was made with the driver, Alisann Stout. Stout first advised she wasn’t coming from anywhere but then stated she had left the Locker Room.  Stout advised she had consumed alcoholic beverages but felt like she was safe to drive.  Stout was asked to complete SFST’s which she performed poorly on.  Stout had slurred speech and the odor of alcoholic beverage was coming from her person.  Deputy Wallace transported Stout to the Marietta City Police Department to complete a BAC where she blew 0.087 on the BAC. Alisann Marie Stout, age 24, 4247 Williamstown Pike, Williamstown, WV, was placed under arrest for OVI, a misdemeanor of the 1st degree.

15 Feb 2026 Deputy Mays responded to Muskingum Township in reference to a domestic issue with Olivia Holiday.   Contact was made with Holiday who stated she and the complainant had been in a verbal argument when Holiday attempted to exit the room. Holiday alleged the complainant had pushed her so she admitted to striking the complainant by swinging her arm backwards.  The victim confirmed the verbal altercation between the two, stating Holiday tripped over his feet. The victim had visible bruising on the right side of his face where he stated Holiday had struck him with the back side of her fist. Olivia R. Holiday, age 36, 105 Chamberlain Drive, Marietta, OH,  was placed under arrest and charged with domestic violence, a misdemeanor of the 1st degree.

16 Feb 2026 deputies responded to a Belpre Township residence to conduct a check​ for unknown subject(s) around the residence. ​ No subjects were located.

16 Feb 2026 at approximately 1206 hours Deputy Tucker responded to a call made from Par Mar #33, 3355 State Route 821, Muskingum Township, stating a female ​who comes in on Sundays takes a bottle of vodka. The female was identified as Rebekah Roach by the store personnel.   Video footage was observed and Roach can be seen entering the store, walking around, stopping in the liquor aisle and putting a bottle of Rikaloff Deluxe vodka in her purse.  Roach then approached the cash register and purchased candy.  A warrant was requested for the arrest of Rebekah Jean Roach, age 26, 512 6th Street, Lowell, OH, on a charge of theft, a misdemeanor of the 1st degree.

16 Feb 2026 the Washington County Sheriff’s Office received a 911 hang-up call showing near Maple Street, Newport, OH. Upon callback, dispatch was able to speak with a female who was hysterically crying stating she had been struck. It was believed the two subjects were mobile at the time.  ​Dispatch was able to gather​ information which appeared the two were mobile in a vehicle. The vehicle was found to be operating in Ludlow Township and the victim was not able to hear out of her left ear.  Also the victim’s mouth was bleeding, and her jaw ​appeared to be injured.  Dispatch also determined that Joshua Guiler was no longer in the vehicle.  The victim made her way to obtain medical treatment.  Deputies responded to meet with the victim.  It was reported that Guiler was driving the victim’s car and he became upset when the victim received text messages.  An argument began where Guiler punched her rearview mirror before ripping it off the windshield.  As the victim was calling 911, Guiler took the phone and threw it in the backseat. Guiler was asked to stop the car several times and when Guiler refused to do so the victim pulled the emergency brake.  Guiler then struck the victim several times at that time.  After completing the investigation it was determined that a warrant would be requested through Marietta Municipal Court for Joshua Mark Guiler, age 31, 35125 TR 338 Lower Salem, OH, on a charge of abduction, a 3rd degree felony, disrupting public service, a 4th degree felony, and assault, a 1st degree misdemeanor. ​ A warrant was issued and Guiler was arrested on 17 Feb 2026.

Jonathon Michael Loncala, age 30, Parkersburg, WV, disrupting public service, a felony, and grand theft, a misdemeanor.

Justin Jerome McCarter, age 49, Parkersburg, WV, 2 counts probation violation, both misdemeanors.

Davon Eugene Kidd, age 40, Marietta, OH, probation violation, 2 counts, 1 misdemeanor and 1 felony.

Andrew James Strock, Sr., age 45, Vienna, WV, 2 counts operating a vehicle under the influence of alcohol, a drug of abuse or a combination,  both felonies, failure to control, no seatbelt and failure to reinstate o/l, all misdemeanors.

Natalie Ann Benton, age 40, Marietta, OH, breach of recognizance, 2 counts, both felonies.

Phillip Conrad Hughes, age 40, Belpre, OH, disorderly conduct and probation violation (Monroe Co), both misdemeanors.

Rebekah Jean Roach, age 26, Lowell, OH, theft, a misdemeanor.
