Special News Release
Sept. 2nd 2026 Deputy K. Bush, while on patrol in the Blennerhassett Township area observed a white Chevy Tahoe bearing WV registration with an expired registration. A check was made of the registration to confirm the expiration status. A traffic stop was initiated at the intersection of George Street and Washington Boulevard.
As the vehicle was coming to a stop, Deputy Bush observed a white light emitting from the rear of the vehicle. Contact was made with the driver, Ramona McCoy, and passenger, Blain Mackey. Mackey was not wearing a seatbelt at the time and was asked to provide identification. Mackey appeared nervous, sweating profusely and seemed eager to get away from the stop.
Deputy Bush requested consent to search the vehicle. Mackey stated yes, then after a couple seconds stated “it wasn’t necessary.” Deputy A. Wallace and K9 Mauser were on scene at this time and Mauser was deployed for a free air sniff of the vehicle. Deputy Wallace advised that Mauser indicated the odor of narcotics on the vehicle. At this time Mackey and McCoy were removed from the vehicle and a search of the vehicle began. Officers with the Belpre Police Department arrived to assist at this time.
During the vehicle search a meth pipe was located in McCoy’s purse. A large clear baggie containing suspected methamphetamine residue was located in the vehicle. Also located was a clear bag containing 438.82 grams of suspected methamphetamine. In a backpack in the vehicle were two clear baggies containing several smaller clear baggies which is consistent with drug trafficking.
Mackey and McCoy were advised of their Miranda Rights and agreed to talk to officers. When asked about the suspected methamphetamine, both stated they knew it was in the vehicle.
Blain M Mackey, age 44, PO Box 73, Waverly, WV, and Ramona L. McCoy, age 42, 509 East Oak Street, Davisville, WV, were transported to the Washington County Jail charged with possession of drugs, a felony of the first degree and trafficking in drugs, a felony of the first degree.
