25 Jun 2025 Calvin Vinton Bradley arrived at 205 Putnam Street for a scheduled court hearing in Common Pleas Court. It was determined and confirmed that Calvin Vinton Bradley had an active warrant out of Parkersburg, West Virginia, charging delivery of a controlled substance, filed 17 Jun 2025, Wood County Circuit Court. Bradley was identified by physical appearance, date of birth and social security number and found to be the subject wanted by the West Virginia authorities. Bradley, age 39, 7278 Colonial Affair Drive, New Albany, OH, was transported to the Washington County Jail and charged with being a fugitive from justice.
26 Jun 2025 Deputy Windland responded to Moody Ridge Road, Belpre Township, to a report of Isaiah Hinson assaulting another. The victim was currently hiding from Hinson as she was locked out of the residence. Hinson was observed on the porch, before fleeing into the residence and locking the door. It was reported that Hinson had punched the victim in the face twice and kicked her in the leg. Hinson was apparently upset over not being given a “weed” cigarette and being served an eviction notice. Isaiah Thomas Hinson, age 19, Vincent, OH, was placed under arrest and charged with domestic violence.
26 Jun 2025 the Washington County Sheriff’s Office received information on a wanted subject, Brian L. Morrow, age 52, 2445 Bear Run Road, Reno, OH. Sgt. Parks and Deputy Morris went to the residence and made contact with Morrow. Morrow was advised of the warrant from the State of West Virginia. Information in the warrant was verified with information provided by Morrow, finding him to be the individual wanted on the warrant. Morrow was placed under arrest and charged with being fugitive from justice and he was processed into the Washington County Jail.
27 Jun 2025 at 1525 hours Captain Hunter, while assisting another deputy on a traffic stop, I-77 in the township of Muskingum, witnessed David J. Davis, operating a green Subaru Impreza with Ohio registration driving southbound on Interstate 77. Davis was in the adjacent lane of travel to the traffic stop, with no other vehicles around to hinder him moving to the opposite lane. Both marked patrol vehicles had all of the emergency lights activated, which were clearly visible. Captain Hunter turned just in time to see the Subaru vehicle passing at a speed estimated to be around the posted speed limit of 70 miles per hour, in the lane adjacent to the patrol vehicles on the side of the road. Captain Hunter at that time left the current traffic stop and conducted a traffic stop on the Davis vehicle. Davis admitted to not moving over for the traffic stop and stated he didn’t know the State of Ohio had a move over law for emergency vehicles. A citation for failing to move over for a stationary emergency vehicle alongside the roadway displaying emergency lights was issued to Davis, 6525 Clearair Drive, Mentor, Ohio.
27 Jun 2025 Deputy Tucker conducted a traffic stop on a vehicle bearing WV registration on I77, Muskingum Township. The operator of the vehicle and passenger were identified. The passenger, April Kirk, advised there should be no illegal narcotics in the vehicle. Deputy Tucker deployed K9 Ozna and Ozna provided a positive indication on the vehicle. Paraphernalia items were located and Kirk stated that the items belonged to her. April Lynn Kirk, age 47, 3648 Davis Stuart Road, Apt. 26, Lewisburg, WV, was placed under arrest on a charge of possession of drug paraphernalia. Kirk also provided a 1x1 baggie containing a blue substance, consistent with fentanyl. Kirk was also charged with possession of fentanyl related compound.
28 Jun 2025 deputies along with squad members with the Warren VFD responded to the home of an unresponsive individual.

3 Jul 2025 Deputy Davis completed an Ohio Traffic Crash Report for subjects at the intersection of Newbury and Federal Road, Belpre Township. No injuries were reported.

Andrew Keith Porter, age 36, Waterford, OH, strangulation and disrupting public service, both felonies, and domestic violence, a misdemeanor.
Merri Elizabeth Tibbs, age 32, Mineral Wells, WV, theft, a misdemeanor.
Melvin Paul Hook, age 40, contempt of court, Seneca County.
Crystal Jean Kubichar, age 36, illegal use or possession of drug paraphernalia, a misdemeanor.
There are currently 23 women and 105 men incarcerated in the Washington County Jail.
