4 May 2026 Lt. Hornbeck responded to Shea Towing regarding a missing vehicle. The vehicle had been stopped by Sgt. Painter in April and towed by Shea Towing. It was reported that an individual had walked past the no trespassing signs and storage area surrounded by a chain link fence, entered the area and left in the 2006 GMC Envoy. The male was later identified as David Tibbs. A warrant was requested for Tibbs, age, 35, 3300 Clement Avenue, Parkersburg, WV, on a charge of breaking and entering. Tibbs was arrested on 5 May 2026 and served the warrant. Tibbs was processed into the Washington County Jail.
4 May 2026 Deputy Wallace began an investigation into a stolen OH license plate which was stolen between November 2025 and February 2026.
4 May 2026 Sgt. Ullom and Lt. McConnell were dispatched to State Route 60, Waterford Township, to a child custody issue. Upon arrival Deputies spoke with involved parties. The main dispute started due to Mariah Riley attempting to locate her baby and the baby’s father. Riley arrived at the location after learning of her child and the father’s whereabouts. After Riley made contact with the father and the homeowner, other individuals arrived, including David Hill. Several subjects were allegedly engaged in yelling but after speaking with everyone it appeared David Hill and Mariah Riley were the main individuals. Hill and Riley were said to be cursing and making threats towards other individuals. The homeowner wanted the subjects trespassed from the property. A summons is being requested for David Michael Lee Hill, age 46, 22877 Mayle Ridge Road, Stewart, OH, and Mariah Nicole Riley, age 20, 903 Mitchell Avenue, Beverly, OH, for disorderly conduct.
5 May 2026 while on patrol on State Route 821, Muskingum Township, Deputy Wallace observed a vehicle bearing OH registration pull abruptly into a driveway. The registration was found to be expired therefore a traffic stop was conducted. Deputy Wallace met with the sole occupant, Harold Joy, and asked for his information along with the vehicle information. Joy was aimlessly reaching and searching around the vehicle for his wallet. Due to Joy’s behavior, K9 Mauser was deployed and gave an indication on the driver’s side door. Deputy Wallace located a cigarette pack with two baggies containing 1.15 grams of suspected methamphetamine. This was found approximately 4’ from the vehicle on the ground. Joy was advised of his Miranda Rights and first denied throwing it from the vehicle but then stated he didn’t want it inside of the truck. Harold Nelson Joy, age 61, 1220 E Branch Road, Lowell, OH, was arrested and transported to the Washington County Jail charged with possession of drugs and tampering with evidence.
5 May 2026 Sgt. Huffer and Deputy May responded to Fifth Street, Adams Township, in reference to an active domestic incident involving Matthew Foster. Contact was made with Foster. Foster was reluctant to give any information about the incident and made statements like “I know I’m going to go to jail, I’ll let the attorney deal with the lies”. Foster advised he was stabbed by the other party with a knife in the hand. The other party met with Sgt. Huffer and stated the incident started over an argument about washing dishes. The incident was reported to have turned physical when Foster pushed her to the ground, pinned her arms down, and bit her on the shoulder. The victim was in fear of Foster causing serious physical harm to her so she defended herself with a knife. Injuries to the victim were consistent with the accounts of the day. Matthew C Foster, age 49, 303 5th Street, Lowell, OH, was placed under arrest and charged with domestic violence.
5 May 2026 Deputy Gerber responded to Warrior Drive, Barlow Township, in regards to McKenzie Biehl punching a child in the eye, leaving bruising and marks. An altercation between an individual and Biehl during a custody exchange was the start of the incident. The two were in an altercation about the child’s clothing not matching. Biehl was told it did not matter, that the child needed to get to school. The child did not want to go with Biehl and was upset about the altercation. Biehl was angered while in the vehicle at the child not wanting to go with her. Biehl blamed the child for the altercation and then struck the child in the eye causing bruising. They then went home to change clothes and then proceeded to the school. Bruising to the eye was observed by Deputy Gerber. Charges of domestic violence and child endangering were filed on McKenzie E. Biehl, age 29, 7960 Veto Road, Belpre, OH.

Evan Christopher Henry, age 32, Williamstown, WV, OVI alcohol, failure to stop at stop bar at flashing red light, both misdemeanors, and improperly handling firearms in a motor vehicle, a felony.
Austin Lee McKnight, age 18, Beverly, OH, unlawful sexual conduct with a minor, a misdemeanor.
Anthony Wayne Monroe, age 60, Marietta, OH, obstructing official business, a misdemeanor.
Anthony Steve Eltringham, age 51, Waterford, OH, driving while under the influence of alcohol/drugs, a misdemeanor.
Marcisha Marie Garner, age 34, Canton, OH, driving under suspension and speed, both misdemeanors.
Krystal Renee Garrison, age 59, Marietta, OH, petty theft, a misdemeanor.
Paul Willard Hendershot, III, age 34, New Matamoras, OH, breaking and entering, a felony.
David Scott Hennessee, age 42, Parkersburg, WV, theft, breach of recognizance, probation violation and parole violation, all misdemeanors.
