​24 Nov 025 Deputy Thornberry responded to Waterford Township to a report of a suspicious vehicle/driver.  Contact was made and possible drugs and paraphernalia were located and sent for testing.  Charges are pending in this investigation.

24 Nov 2025 detectives were patrolling near I77, 10 mile marker when a traffic violation was observed.  A traffic stop was conducted on the vehicle, bearing NY registration.  Contact was made with the driver, Marce Phinnessee, and the front seat passenger.  K9 Timmy was deployed to conduct a free air sniff, in which K9 Timmy gave a positive indication on the front driver door. Both occupants were removed from the vehicle so a search of the vehicle could be conducted. A pat down on Phinnessee was conducted and immediately a foreign object was located concealed in her sweatpants. Phinnessee continued pulling away from the officer in an attempt to conceal the contraband. Phinnessee was found to be in possession of 5.28 grams of suspected fentanyl in her groin area.  Marce Erin Phinnessee, age 23, Akron, OH, was placed under arrest and charged with possession of drugs and tampering with evidence.  Both charges are felonies of the third degree.

25 Nov 2025 jail employees filed charges of fugitive from justice on Derrick Michael Lemasters, age 42, 475 Tower Road, Little Hocking, OH.  This charge stems from a warrant out of Mercer County, Missouri, where he is charged with resisting arrest, operating a vehicle in careless and imprudent manner, exceeding speed limit, failure to drive on right half of roadway causing threat of accident, owner operator without maintaining financial responsibility and displayed plates of another person. 

25 Nov 2025 Deputy Pugh began an investigation into subject(s) dumping/littering in Ludlow Township. 

26 Nov 2025 Deputy Davis began an investigation into the theft of a motor vehicle from Muskingum Township.

26 Nov 2025 Deputy Gerber began an investigation involving the damage to a Kia vehicle in Muskingum Township. 

26 Nov 2025 Lt. Hornbeck began an investigation into a subject being bitten by a dog in Belpre Township.  This investigation will be forwarded to the Dog Warden.

26 Nov 2025 Deputy Bush began an investigation into mail en route to a Marietta Township address never making it to the destination. 

26 Nov 2025 deputies were patrolling I77 near the 2 mile marker in Muskingum Township.  A black in color Ni9ssan SUV with OH registration was observed violating traffic laws. A traffic stop was conducted near Cogswell Lane in Marietta. The driver was identified as Thomas Tanner, and a consent to search the vehicle was obtained.  In the search a clear plastic baggie with a crystal like substance, which appeared to be methamphetamine, was recovered.  Tanner, age 59, New Matamoras, OH, was placed under arrest and charged with possession of and trafficking in methamphetamine.  The total gross weight was 56.95 grams. 

26 Nov 2025 Deputy Thornberry completed an Ohio Traffic Crash Report for an individual in Barlow Township who had struck a deer.

27 Nov 2025 Deputy Bush responded to State Route 550, Warren Township, in reference to Greg Edward Raber Sr. being disorderly and attempting to fight others at the residence. The victim reported Raber became aggressive after being asked not to smoke in the camper. Raber pulled a handgun from his waistline, and slammed it down on the table, asking the victim if he wanted to step outside to fight. Both subjects had been consuming alcohol earlier, and the victim left the camper to call for assistance. Raber fell asleep while deputies were responding and attempting to make contact with him.  Deputies were eventually able to make contact with Raber who appeared to be intoxicated due to bloodshot and watery eyes. Raber denied ever having a firearm, or being involved in an argument with the victim.  It was learned that Raber had multiple protection orders against him.  Raber was then placed under arrest and transported to the Washington County Jail.  A search warrant was obtained and a search of the residence revealed two handguns.  Greg Edward Raber Sr., age 50, Marietta, OH, was charged with menacing and weapons while under disability.

28 Nov 2025 deputies along with the Oak Grove and Warren Fire Department Squads responded to the scene of a deceased individual in Warren Township.

29 Nov 2025 at 2220 hours Deputy Talarico was dispatched to Pleasant Ridge Road, Marietta Township, to a report of Robin Adams striking another in the face with a toothbrush, causing toothpaste to enter the victim’s eye.  Adams and the victim had been drinking and arguing since returning to the residence. Adams stated while arguing she was brushing her teeth and that’s when the victim got hit. The victim reported a different story where Adams went to where the victim was in the kitchen and struck him between the eyes with her toothbrush. Robin L. Adams, age 36, Marietta, OH, transported to the Washington County Jail charged with domestic violence.

30 Nov 2025 at approximately 0145 hours a 911 call was made from Liberty Township to report Charles Allen John Roberts was drunk, acting erratic, and forcing an individual to drink.  It was reported that he also threatened the individual’s life as well. Another 911 call was also made advising of arguing at the residence.  Deputies arrived and Roberts was located and detained without incident.  Roberts had reportedly drug the victim out of bed as he wanted her to drink with him.  Roberts also took the phone and keys belonging to the victim, making her go along with him to purchase more alcohol.  On the way to the store Roberts threw/kicked the victim out of the vehicle, picking her back up on the way home.  A rifle was retrieved by Roberts and he stood by the entrance with it pointed at her ordering her to drink.  Charles Allen John Roberts, age 23, Whipple, OH, was arrested and charged with burglary, kidnapping, domestic violence, weapons while intoxicated, and 3 counts of aggravated menacing.  Roberts was transported to the Washington County Jail where he submitted to a PTB with the results being .165 at 0300 hrs.

30 Nov 2025 Deputy Pugh was dispatched to Schott Road, Waterford Township, in reference Jordan Thomas Tifiletti assaulting a subject at the residence.  Upon deputies arriving Tifiletti had already left the residence.  The victim was involved in a verbal argument with Tifiletti over where the car keys were.  Tifiletti was told they were in the victim’s pur​se at which time Tifiletti grabbed her face forcefully and kicked her in the leg. Deputies met with Tifiletti who stated nothing physical had taken place.  He stated he placed two fingers on her face to get her attention, and he did not grab her face.  Jordan Thomas Tifiletti, age 22, Waterford, OH, was placed under arrest and charged with domestic violence.  Tifiletti was transported to the Washington County Jail.

Antone Kristian Herring, age 26, Waverly, OH, abduction and 3 counts felonious assault, strangulation, all felonies, aggravated menacing, a misdemeanor.

Shasta Danyelle Farnese, age, Marietta, OH, probation violation, a misdemeanor.

Zachariah Kane Butcher, age 42, Middleport, OH, driving under suspension, a misdemeanor.

Amber Dawn Clark, age 29, Elizabeth, WV, aggravated trafficking in drugs, aggravated possession of drugs, trafficking in a fentanyl related compound, and possession of a fentanyl related compound, all felonies.

Sarah Marie Lightner, age 43, Marietta, OH, probation violation, a misdemeanor.

James Juan Lambert, age 56, Lowell, OH, having weapons while under disability and vandalism, both felonies.

Nicholas James Patterson, age 43, Belpre, OH, domestic violence, a misdemeanor, and parole violation, a felony.

Alexandera Kathleen Inskeep, age 25, Marietta, OH, driving while under the influence of alcohol and failure to stop at stop bar at flashing red light, both misdemeanors.

Joshua Ryan Supanik, age 30, Adena, OH, grand theft, a felony.

Jeremy Donald Brown, age 42, Marietta, OH, contempt of court, OVI alcohol, drug of abuse or both, driving under suspension and stopping vehicle; slow speed; posted minimum speeds and motor vehicle stop lights violations, all misdemeanors.

There are currently 25 women and 99 men incarcerated in the Washington County Jail.
