News 25 Feb 2026
18 Feb 2026 Phillip Conrad Hughes called the Washington County Sheriff’s Office wanting to speak with a supervisor. Hughes wished to file complaints on employees of the Sheriff’s Office due to an earlier complaint from a subject working for Putnam Water that had an incident with a property owner regarding a “turn off notice.” The victim of this complaint did not want charges filed, however wished the property owner be counseled on their behavior. Lt. McConnell and Sgt. Ullom responded to Hughes’ residence and upon arrival Hughes was in the yard yelling at officers. Hughes was very animated and screaming so loud that dispatch then received a 911 call from an individual that was concerned for officer safety. While Hughes was speaking with dispatchers he was belligerent, condescending and calling officers and dispatchers names. Hughes demanded to know why our office was there earlier in the day, even though he was told multiple times why law enforcement was there. Deputies on scene advised Hughes that if he continued to scream and yell he would be arrested for disorderly conduct, cease and desist. Hughes was also asked to go inside his residence for the night and he continued to yell and scream very loudly. Hughes, age 40, 201 Milton Road, Marietta, OH, was placed under arrest and transported to the Washington County Jail on a charge of disorderly conduct, cease and desist.
