​​27 Aug 2025 Washington County Jail Correctional Staff observed an issue with a television located in a dorm. Correctional Staff responded to the dorm to investigate and upon completion determined the screen to be broken. After conducting a review of the security system Joseph Lee Kellison was observed striking the television with a closed fist and then turning off the power to the television. Kellison had also damaged the receiver to the telephone in the dorm by removing the protective cover over the ear piece and removing the electronics from within the receiver.  Kellison, 808 Elm Street, Belpre, OH, will be summoned to court on a charge of criminal damage.

28 Aug 2025 at approximately 2248 hrs. Deputy Tucker responded to Vanfossen Road, Lowell, OH, Adams Township, in reference to an assault by Gavin Rummer.  Rummer absconded from the residence prior to law enforcement arriving.  It was reported that an argument between Rummer and another individual began in which Rummer went to another room and began listening to music loudly.  The other individual turned the music off which made Rummer angrier, causing him to go after the subject, which resulted in multiple scuffles on the floor. Rummer was restricting the individual’s movement and punched them in the face.  Rummer was later located and admitted to the scuffles and the punching.  Gavin Michael Rummer, age 18, Lowell, OH, was charged with domestic violence. 

28 Aug 2025 ​Deputy Groves met with an individual regarding a dog bite.  27 Aug 2025 the victim was near the Campus Martius Museum, 601 Second Street, Marietta, OH, when she observed some kids and a dog in the museum parking lot.  The victim approached the kids who were skateboarding and interacted with them, at which time the dog bit the victim.  The dog owner, Gary Harbison, Washington Street, Marietta, OH,  had previously been issued a warning in January 2025.  Harbison was advised that he would be issued a summons for failure to restrain. 

28 Aug 2025 at approximately 2058 hours dispatch received notification that multiple people were fighting at a location in Grandview Township.  Deputy Tucker responded along with other units and observed multiple people outside advising Shane Hardie was the subject with a knife.  Hardie was asked to speak with officers and he advised he was attacked and pushed.  Hardie stated during the altercation he did possess a knife, however didn’t make any threats.  After completing the investigation Shane Michael Hardie, age 49, 1408 Williamson Avenue, New Matamoras, OH, was placed under arrest and charged with domestic violence, unlawful restraint and aggravated menacing. 

29 Aug 2025 Deputy Welch conducted an initial investigation into a dog biting a family member.   

29 Aug 2025 Jail Lt. Tucker was notified that current inmate Calista Dawn Lane, Branton, WV, had a warrant out of Rockingham County, Virginia. Lane is wanted for failure to appear, misd. Off, ​drugs possession schedule I or II.  The warrant was verified with jail records that confirms Lane was the individual wanted on the warrant.  A charge of fugitive from justice was filed on Lane.

Dale Joseph Mincks, age 35, Marietta, OH, assault, criminal trespass, resisting arrest, and disorderly conduct, all misdemeanors, breaking and entering and desecration place of worship, both felonies.

Devonn Michael Hatcher, age 30, Akron, OH, trafficking in heroin, trafficking in fentanyl, possession of drugs and possession of heroin, all felonies.

David Lee Slagle, Jr., age 44, Marietta, OH, 2 counts theft, both misdemeanors.

Brandon Craig McIntire, age 28, Parkersburg, WV, probation violation, a misdemeanor.

Matthew Stewart Hill, age 45, Charleston, WV, receiving stolen property, a felony.

Samantha Rae Snyder, age 34, Coolville, OH, domestic violence, a misdemeanor.

David Dean Ritchie, age 23, Veto, OH, domestic violence, a misdemeanor.

Weston Charles Hickman, age 32, Pomeroy, OH, probation violation, a felony, driving under suspension and failure to control, both misdemeanors. 

Brett NMN Kolarik, age 59, homeless, probation violation, a felony. 

William Joseph Treadway, age 66, Marietta, OH, domestic violence, a misdemeanor, and having weapons while under disability, a felony.

Timothy Mark Frederick, age 54, Guysville, OH, possession of drugs, driving under suspension, theft without consent, criminal trespass and failure to control, all misdemeanors, and possession of drugs, a felony. 

Joseph Cheyenne Barton, age 34, Blairsville, IL, forgery, grand theft, both felonies, and theft, a misdemeanor.

Conner Lee Martin, age 18, Williamstown, WV, prohibitions, OVI alcohol and traffic signals, all misdemeanor.

 Kelsey Gail Harlan, age 19, Sardis, OH, prohibitions, OVI alcohol and headlight violation, all misdemeanors.

 Michelle Lynn Snider, age 54, Marietta, OH, possession of drugs, a felony.

 There are currently 28 women and 94 men incarcerated in the Washington County Jail.
