​23 Aug 2025 at approximately 1049 hrs. Deputy Norris was dispatched to the Pit Stop Par Mar Stores, State Route 821, Muskingum Township, to investigate the theft of a bag of tobacco. Video footage was viewed that depicts Kaylin L. Mobberly-Connell, 201 Main Street, Lower Salem, OH, walking over to the tobacco display, grab two bags of tobacco, walk behind another display and place one of the tobacco bags inside her purse/bag.  Mobberly-Connell, purchased the one bag and exited the store. Kaylin L. Mobberly, age 43, was trespassed from the business and a warrant was requested for her arrest on a charge of theft.

23 Aug 2025 Deputy Gainer was dispatched to Newport Township, to a report of a dog attacking a neighbor.  This investigation is ongoing.

24 Aug 2025 at approximately 0146 hours while patrolling northbound on State Route 7 near Farson Street, Belpre, Sgt. Parks observed a silver Subaru Legacy bearing West Virginia registration disregard the traffic control device at the intersection, traveling through the red light on Farson Street across State Route 7.   A traffic stop was initiated on the vehicle.  Upon approaching the vehicle, the driver began backing towards the patrol vehicle, stopping within a feet of the front patrol vehicle.  The driver, Zachary Wayne Collins, 371 Collins Lane, Washington, WV, was ordered out of the vehicle.  Collins was asked to perform SFST due to him barely being able to stand on his own.   The Collins vehicle had damage to the front end, missing part of a quarter panel, front tire shredded (driving on the rim) along with damage to the rear driver’ side door and quarter panel.  Collins was transported to the Ohio State Highway Patrol Post for a BAC, with the results being .249 at 0317 hours.  Collins was then transported to the Washington County Jail and served with a citation for OVI and obedience to a traffic control device. 

24 Aug 2025 Sgt. Augenstein responded to Lowell, Ohio, regarding Robert G. Rhodes III, threatening a neighbor subject.  After speaking with all parties Robert G. Rhodes, III, Lowell, OH, was advised that he would be summoned to court on a charge of menacing. 

25 Aug 2025 Deputy Welch began an investigation into a theft in Grandview Township.  This investigation is continuing at this time.

25 Aug 2025 Deputy Pugh met with an individual who was victim of a financial scam.  This investigation is ongoing.

26 Aug 2025 deputy  Pugh began an investigation in Salem Township regarding a theft from a job site.  Items removed include a 50 gal. diesel tank, a metal box, Craftsman tools, welder leads, and 3 to 4 pumps. 

22 Apr 2025 Deputy Groves responded to 265 Mitchell Drive, Newport, OH, to a dog at large complaint. Deputy Groves was informed that a dog belonging to Amy Horton repeatedly runs loose and has become aggressive towards the complainant’s dog.  Horton had been advised previously regarding charges on animals at large if this continued.  A summons is being requested for Amy L. Horton on a failure to confine and/or restrain dogs. 

27 Aug 2025 at State Route 7, Marietta Township, Deputy Wallace observed a vehicle bearing OH registration with poorly lit registration.  A traffic stop was conducted and the driver, Juanita Brill, age 50, Marietta, OH, gave consent to search her vehicle.  A glass smoking device was located in a bag on the passenger side seat.  Brill was placed under arrest and transported to the Washington County Jail on a charge of possessing drug paraphernalia.

28 Aug 2025 Deputy Gerber responded to State Route 339, Belpre Township, to a report of a vehicle in the complainant’s driveway with a flat tire.  Deputy Gerber met with Roxianne Drennen and another individual.  The other occupant was asked where they were headed and the they stated to give an estimate for a drywall job.  Drennen was asked where she was headed and she did advise the same answer.  Later Drennen stated to a subject’s house.  When asked about using drugs while parked in the driveway, Drennen, denied this, as well as denying any kind of drug would be in the vehicle.  When asked for consent to search, Drennen advised that that the other occupant would have to give consent as it is their vehicle.  Dispatch advised that Drennen did have 3 active arrest warrants through Washington County.  Drennen was placed under arrest at that time.    The owner of the vehicle was asked if there were any drugs in the vehicle, with him stating that he was not aware of any.  Drennen’s bag was on the seat and in the bag was a clear plastic baggie with white powdery substance, a 1x1baggie with a clear crystal substance, folded foil with a blue powdery substance, and folded burnt foil with a hard brown substance.  Several items of drug paraphernalia were also in the purse/bag belonging to Drennen.  Dreenen stated she believed the tied baggie was meth, and the folded up foil with a blue powdery substance could be fentanyl or heroin. Roxianne Marie Drennen, age 36, 122 south Fifth Street, Parkersburg, WV, was charged with possession of drugs 2 counts.  Drennen was transported to the Washington County Jail for processing.

Tricia Marie Queen, age 44, Stockport, OH, probation violation, a felony.

Elizabeth Rose Ellis, age 27, Lithopolis, OH, no seatbelt, a misdemeanor.

Jamie Lynn Egbert, age 39, Portsmouth, OH, obstructing official business, a misdemeanor.

Jacob Corey Cook, age 30, Portsmouth, OH, theft, engaging in a pattern of corrupt activity, possessing criminal tools, possession of drugs, all felonies.

Courtney Marie Fox, age 26, Marietta Mill, OH, tampering with evidence, possession of a fentanyl related compound, and possession of drugs, all felonies.

There are currently 25 women and 92 men incarcerated in the Washington County Jail.
