1 Aug 2025 Det. Lt. Smeeks was dispatched to meet with a subject in Belpre Township regarding damage to a vehicle. Through this investigation, it was discovered that the suspect had shot a high powered air pellet rifle into a truck owned by the victim, parked in their driveway. The residence was also struck. The subject of the investigation was determined to be David Mowery, as the victim had previously had problems with Mowery. Lt. Smeeks then responded to another location in Belpre Township where it was determined that Mowery had shot a high powered air pellet rifle striking this homeowner’s truck, which was parked in their driveway, and a detached garage. The second victim has reported issues with Mowery as well. Mowery is reported to have sent threatening text messages to the victim referring to them as being a “rat”, etc. It was determined that the motivation for these shootings was to intimidate the victims for contacting the Sheriff’s Office reporting domestic violence and strangulation incidents which Mowery had been arrested for. A warrant was requested through Marietta Municipal Court and issued for the arrest of David William Mowery, age 53, LKA: Old School Lane, Fleming, OH, on a felony charge of intimidation. Mowery has been arrested in Parkersburg, WV, and is being held in the North Central Regional Jail.

Brandon Craig McIntire, age 28, Parkersburg, WV, probation violation, a misdemeanor.
Doreen Ann Freeman, age 66, Marietta, OH, 2 counts theft, both misdemeanors.
There are currently 16 women and 90 men incarcerated in the Washington County Jail.
