18 May 2025 Deputy Davis responded to Main Street, Waterford Township, in reference to a report of rebar and a metal basketball pole being stolen from the property. Deputy Davis viewed the area where the theft occurred finding drag marks leading from the property to the road.  It is believed that the suspect hooked the pole up to a vehicle and drug it away.  The drag marks were tracked to 145 Mill Street, Waterford, OH. Contact was made at that location with Kyle Welsh.  Located in Welsh’s driveway was a Ram truck with a metal basketball pole hooked to the hitch.  This was verified to belong to the complainant of this theft.  Welsh stated he did take the metal pole and rebar.  Welsh stated he worked for a subject who stores items on that property and Welsh thought since it was beside the dumpster it was free, believing it to be for the trash. The suspect had already turned the rebar in and had planned to do the same with the pole.  The victim retrieved the pole and returned it to his property.  A summons is being requested for Kyle E Welsh, 300 Echo Valley Road, Waterford, OH, on a charge of theft.

When Brooker was asked about the scratch marks, he did not have an answer.  The complainant reports arguing in the garage with Brooker pushing her to the ground.  The complainant attempted to catch herself but failed to do so, resulting in marks to her arm and hand.  Brooker was asked again about the incident, with him stating nothing physical occurred and the scratch on his neck was from a dog.  Cody Joseph Brooker, Marietta, OH, was placed under arrest and charged with domestic violence.

25 May 2025 Deputy Wallace was dispatched to Muskingum Township after two hang up calls from the same location.  Deputy Wallace located a purse spilled out in the driveway at the residence.  At this time another call was received from a neighboring street of a drunk female who had shown up and jumped in a vehicle at that residence. Deputy Gerber and Deputy Wallace arrived and located the female, known as Jessica Biehl.  Biehl was observed standing on the roof of a vehicle at that location.  Biehl was then placed in handcuffs and a pat down of her person was completed.  Biehl was breathing heavily with her heart pounding hard and she was slurring her speech. Biehl was asked if she had taken anything so that we could assist medical personnel.  Biehl was advised of her Miranda Rights and advised that she had swallowed some drugs.  A witness to this incident, who was not familiar with Biehl, stated she was acting erratic and approached two vehicles at the property.  Biehl then got in one vehicle and attempted to start it and then got out.  She then proceeded to hit the vehicle causing damage to the trunk.  Biehl then approached the other vehicle, sat in the driver’s seat, turned the ignition on, and put the vehicle in drive.  The owner was able to put the vehicle in park and obtained the keys while Biehl began kicking him in the face.  Biehl was then transported for medical attention.  A warrant was requested for Jessica Marie Biehl, age 30, 511 Ferguson Street, Marietta, OH, on a charge of two counts theft of a motor vehicle, tampering with evidence, and assault.

26 May 2025 Deputy Windland responded to Warren Township to a report of a juvenile being assaulted.  Timothy Neader met with Deputy Windland, advising he had been in a physical altercation with a juvenile.  Neader was not entirely forthcoming with the details, stating he could not remember what occurred.  Neader stated the juvenile had left prior to law enforcement arriving and he did not know where he had gone.  Another subject at the residence states that Neader had pushed her on the floor several times out of frustration, causing her to believe he was going to physically harm her.  It was also reported that earlier in the day Neader had “head-butted” her.  Deputy Windland was advised that this happens often due to Neader’s drinking of alcoholic beverages.  During this altercation the juvenile who was reported to have been assaulted, intervened for fear of Neader causing serious injury to the other party.  At that time Neader then kicked a hole in the door that the two subjects had locked him out of.  The juvenile then close hand punched Neader in the nose, in fear of Neader harming them, with Neader retaliating and pushing the juvenile causing him to fall over miscellaneous objects in the bedroom, and then jumping on top of him placing his forearm on his throat impeding his breathing.  The juvenile was eventually able to leave the residence and call for help.  Timothy B. Neader, age 40, Marietta, OH, was placed under arrest and transported to the Washington County Jail.  Neader is charged with 2 counts of domestic violence, and 1 count of strangulation.
