22 Apr 2025 Deputy Thornberry was dispatched to Ellsworth Avenue and Pike Street, in reference to a report of a male walking on Pike Street towards Reno carrying a rifle. It was later reported the subject hid the rifle. A search of the area to make contact with the male was initiated. Deputies discovered the item hidden to be an air rifle. Another report made stated the subject was on Brandy Drive, asking to be taken to a hospital. Deputy Thornberry met with the subject, Matthew Mickens, who had a strong odor of an alcoholic beverage about his person. Mickens was stumbling around the yard and was placed under arrest and charged with inducing panic. Matthew Kenneth Mickens, age 51, was transported to the Washington County Jail for processing.
22 Apr 2025 Deputy Windland was dispatched to the Blennerhassett RV Park at 2800 Beach Drive, Belpre Township, in reference to a structure fire. A male subject was reported outside the residence watching it burn. The male was identified as Joseph D. Cody. Cody advised that earlier this date a bailiff served him with an eviction notice advising Cody he needed to be out of the residence by midnight on April 23, 2025. Cody state he became enraged talking about committing arson to his residence and later in the day Cody threw a lit candle inside his residence, lighting a pile of trash on fire causing the mobile home to catch on fire and be a total loss. Joseph David Cody, age 36, Belpre, OH, was placed under arrest and charged with arson and inducing panic.

Kaylee Marie Gibbs, age 23, Marietta, OH, trafficking in fentanyl and possession of fentanyl, both felonies.
Alivia Emma Brown, age 19, felonious assault, a felony, and domestic violence, a misdemeanor.
Joseph David Cody, age 36, Belpre, OH, inducing panic and arson, both misdemeanors.
There are currently 18 women and 96 men incarcerated in the Washington County Jail.
