2 Arrested from Traffic Stop

Sheriff Warden reports that on 17 March, 2026, Detectives conducted a traffic stop on a 2021 Kia Sportage bearing OH registration in the 1000 block of State Route 7, Belpre Township, for a speeding violation.  The Washington County Sheriff’s Office was assisted by the Parkersburg Narcotics Task Force along with Ohio Bureau of Criminal Investigation (BCI).

Sgt. Painter made contact with the driver, Kirstin Bebb-Harris, and Sgt. Dolly made contact with the front seat passenger, Michael Rudolph.  Two juveniles were in the vehicle as well.

Deputy Tucker arrived on scene with K9 Ozna and deployed the K9 for a free air sniff. K9 Ozna gave a positive indication on the front passenger door.

Prior to patting Bebb-Harris down, Sgt. Painter asked if she had anything on her person.   Bebb-Harris stated she did and retrieved 2 baggies from her groin area.  The first bag contained a white powdered substance, testing positive for cocaine (57.67 grams) and the second bag contained a white powdered substance, testing positive for fentanyl (14.87 grams).  Bebb-Harris was read her Miranda Rights and agreed to speak with officers. 

Bebb-Harris stated “someone” from Columbus gave her the illegal narcotics and she concealed them in her groin area when she left Columbus.  Bebb-Harris then stated that Rudolph provided her the bags when they were getting pulled over in order to conceal them. 

Kirstin Julie Ellen Lewise Bebb-Harris, age 28, 32302 Pleasant View Road, Racine, OH, was placed under arrest and transported to the Washington County Jail charged with possession of fentanyl, a 2nd degree felony, possession of cocaine, a 1st degree felony, trafficking in fentanyl a 2nd degree felony and trafficking in cocaine, a 1st degree felony.

Detectives asked Rudolph if he wished to speak with officers and he stated he didn’t know anything about the illegal narcotics in the vehicle.

Michael Christopher Rudolph, age 36, 1234 Carrousel Drive East, Reynoldsburg, OH, was placed under arrest and transported to the Washington County Jail charged with trafficking in cocaine, a 1st degree felony and trafficking in fentanyl, a 2nd degree felony.

Both Rudolph and Bebb-Harris appeared in Marietta Municipal Court. Rudolph is being held on $150,000 +PR bond and Bebb-Harris is being held on $100,000 +PR bond.
