On 25 Apr 14 Sgt. Mankins requested a summons for Christopher Mills, age 26, 331 Lower Parchment Valley Road, Ripley, WV, for telecommunications harassment. Despite being previously ordered to not contact a fifty-five year old Fleming resident, Mr. Mills sent the victim seven text messages on 24 Apr.

On 25 Apr 14 Deputy Sheriff McGilton requested a summons for Josef Brack, age 43, 719 Ninth Street, Marietta, for failing to confine/restrain a dog. A day earlier, two of Mr. Brack’s dogs were observed running loose on Townhall Road in Muskingum Township. Mr. Brack was warned four times in the past three months to confine his dogs.

MULTI-JURISDICTIONAL INVESTIGATION NETS ARRESTS

The Ohio Organized Crime Investigations Commission (OOCIC), directed by Attorney General Mike DeWine, recently authorized the Major Crimes Task Force (MCTF) to conduct narcotics investigations in Washington and Morgan Counties. This MCTF, in conjunction with the Parkersburg, Vienna, Marietta and Belpre Police Departments, Wood County Sheriff’s Department, West Virginia State Police and several Federal Agencies, have been conducting an investigation which involved the transportation, possession, and distribution of large quantities of cocaine and marijuana. On April 23, 2014 search warrants were issued and executed.

Attorney General DeWine stated “Drug abuse is a problem, not only in Ohio, but also across the country, which is why it is important that law enforcement work together across jurisdictional boundaries and state lines. This case is a great example of local, state, and federal law enforcement working together to keep Ohioans, as well as our neighbors in West Virginia, safe from the crime and violence associated with the drug trade.”

Six search warrants were executed at locations in Wood County and one in Washington County. The locations in Wood County were the residence of David A. Naylor, 2311 Pike Street, Parkersburg, WV; the residence of Timothy A. Fields, 703 21st Street, Vienna, WV; 5th Street Pub, 322 5th Street, Parkersburg, WV (operated by Brent J. Sidwell); 2707 Polk Drive, Parkersburg, WV; 217 Fox Run Drive, Mineral Wells, WV; and 2503 ½ Lincoln Avenue, Parkersburg, WV.

The location in Washington County was the residence of Brent J. Sidwell, 1045 Ridgewood Blvd, Belpre, Ohio.

Three individuals were arrested in Washington County. These individuals were Brent J. Sidwell, age 32, 1045 Ridgewood Blvd, Belpre; Timothy A. Fields, age 38, 703 21st Street, Vienna, WV; and David A. Naylor, age 27, 2311 Pike Street, Lot 18, Parkersburg, WV.

They were each charged with two counts of distribution of over 28 grams of cocaine, a first degree felony. David Naylor was charged with committing these acts on March 14 and March 20, 2014; and Sidwell and Fields on April 3, 1014 and April 12, 2014. They were all arrested near the Park and Ride at the intersection of SR 339 and US 50.

Multiple pounds of marijuana, cocaine, approximately $20,000 in cash, five vehicles, two jet skis, a commercial mower, furniture and other items allegedly purchased with the proceeds of narcotics were also seized.

The following individuals were processed into the Washington County Jail:

William Charles Sprouse, age 30, 777 W. Ridge Street, Columbus, for failure to appear, a misdemeanor. Sprouse was apprehended by a bondsman in Columbus and processed into the Washington County Jail on 25 Apr 14 at 2:14 am.

Justin Bryant Bailey, age 25, 101 Henry Camp Road Apt. A, Saint Marys, for violating the terms of his probation, a felony. Bailey was picked up at the North Central Regional Jail by Deputy Sheriff Gerber and processed into the Washington County Jail on 25 Apr 14 at 11:05 am.

Matthew Garth Snyder, age 34, 607 Horse Creek Road, Dubois, WV, for domestic violence, a misdemeanor. Snider was picked up at the Stark County Jail by Deputy Sheriff Malone and processed into the Washington County Jail on 25 Apr 14 at 4:14 pm.

Misty Lou Crace, age 40, 236 Francis Road, Lowell, for disorderly conduct by fighting, a misdemeanor. Crace was arrested in Marietta Municipal Court by Patrolman Chapman of the Marietta City Police Department and processed into the Washington County Jail on 25 Apr 14 at 5:37 pm.

Mark Allen Carey, age 50, 205 1/2 Montgomery Street, Marietta, for violating the terms of his probation, a misdemeanor. Carey was arrested in Marietta by Lt. Gherke of the Washington County Sheriff’s Office and processed into the Washington County Jail on 25 Apr 14 at 5:52 pm.

Jason Lee Bartimus, age 38, 2346 Sealy Ridge Road, Vincent, for assault, a misdemeanor. Bartimus was arrested at his residence by Sgt. Holbert of the Washington County Sheriff’s Office and processed into the Washington County Jail on 25 Apr 14 at 9:42 pm.

Raven Mariah Stewart, age 23, 3586 Tremaine Road, Columbus, for driving under an FRA suspended license and for failure to obey a traffic control device, both misdemeanors. Stewart was arrested by the Ohio State Highway Patrol and processed into the Washington County Jail on 25 Apr 14 at 9:50 pm.

Michael Alan Arnold, age 28, 150 Harmar Street, Marietta, for littering and for operating a vehicle with an inoperable headlight, both misdemeanors. Arnold was arrested on Putnam Street by Patrolman Harlow of the Marietta City Police Department and processed into the Washington County Jail on 25 Apr 14 at 11:53 pm.
