On 17 Apr 14 Caitlin M. Bowman, age 21, 77 Dugan Road, Belpre, reported she believes her ex-boyfriend stole her debit card and used it to accrue $622 in charges during March of this year. This case remains under investigation (592).

On 17 Apr 14 Deputies and Detectives responded to the scene of death of a forty-seven year old Belpre resident. Though no foul play is suspected in the man’s death, this case remains under investigation.


An arson investigation that began on 12 Jul 13 reached a conclusion yesterday with the arrest of Jeffrey S. Dowler, age 48, 1740 Mathiot Street, Parkersburg, on a fourth degree felony charge of insurance fraud. Sgt. Anderson led the investigation into a suspicious fire at a residence that Mr. Dowler owns at 207 Main Street, Lowell. The property previously sustained water damage and Mr. Dowler’s insurance company issued him a check for $22,437. Mr. Dowler subsequently submitted another claim for $6,215 in additional construction and replacement costs. Mr. Dowler was then issued a check for the additional amount. During the fire investigation, however, investigators could find no evidence of where the replacement funds of $6,215 were utilized. Because the fire was believed to be due to arson, Mr. Dowler underwent an Examination Under Oath with his insurance company. During that examination, Mr. Dowler admitted committing insurance fraud by deceiving his insurance company to collect the replacement costs. The contractors who Mr. Dowler claimed to have used for the repairs confirmed that they did no construction work at all at Mr. Dowler’s property.

With the assistance of the Parkersburg Police Department, Mr. Dowler was arrested at his residence yesterday evening. He remains incarcerated at the North Central Regional Jail pending his extradition to Washington County.

The arson aspect of this case remains under investigation.

The following individuals were processed into the Washington County Jail:

Brian Scott Moore, age 38, 879 Davisville Road, Davisville, WV, for felony charges of theft and failure to appear and for four misdemeanor counts of failure to appear. Moore was picked up at the North Central Regional Jail by Deputy Sheriff Malone and processed into the Washington County Jail on 17 Apr 14 at 1:59 pm.

Brittni Cheyenne Messick, age 21, 303 Camp Avenue, Marietta, for theft, a misdemeanor. Messick was arrested at Wal-Mart by Patrolman Harlow of the Marietta City Police Department and processed into the Washington County Jail on 17 Apr 14 at 7:10 pm.
