On 10 Apr 13 Deputy Sheriff McKee responded to a domestic dispute involving Seth Barnes, age 21, and his live-in girlfriend, Natasha K. Dunn, age 23, outside their residence at 29 Garden City Road, Marietta. During an argument that morning, Mr. Barnes attempted to strike Ms. Dunn with an aluminum pipe and she attempted to strike him with a rake. Mr. Barnes subsequently ripped the phone line from outside the home, preventing Ms. Dunn from phoning for help. Questioned about the incident, Mr. Barnes admitted damaging the phone line and blamed Ms. Dunn for the incident. Interviewing a witness, Deputy McKee determined each party was equally at fault and neither feared for their safety. As a result, Deputy McKee requested a summons for Ms. Dunn for disorderly conduct by fighting. For his role, Mr. Barnes was arrested on a felony charge of disrupting public service and a misdemeanor charge of disorderly conduct by fighting.

On 10 Apr 13 Nathan M. Vandall, age 30, 16 Meadowcrest Lane, Little Hocking, reported he was driving on Tower Road when he observed a female walking along the road and being followed by a male. Mr. Vandall then saw the male, Charles C. Carpenter, age 28, 110 Tower Road, Little Hocking, punch the female, Lorena A. Smith, age 35, in the ribs. Stopping to assist, Mr. Vandall said Mr. Carpenter approached him and initiated a confrontation. The two fought briefly, with each party punching the other in the face. Ms. Smith, who is Mr. Carpenter’s live-in girlfriend, informed Deputy Sheriff McConnell that she left her residence after arguing with Mr. Carpenter throughout the morning. Ms. Smith said she was afraid what the argument would turn into and that she feared for her safety during the incident. Consequently, Deputy McConnell arrested Mr. Carpenter for domestic violence and assault and transported him to the Washington County Jail.

On 10 Apr 13 Deputy Sheriff McConnell and the Little Hocking Fire Department were dispatched to a brush fire on the property of Curtis E. Hall, age 37, at 1010 Drag Strip Road, Belpre. After burning a pile of trash and old lumber, Mr. Hall was raking the coals when the wind started to blow and rekindled the fire. The fire then spread and burned between ten and fifteen acres of a field.

On 10 Apr 13 Deputy Sheriff McConnell arrested Shane J. Morgan, age 27, 4080 Newbury Road, Little Hocking, for aggravated menacing. A seventeen year old neighbor was returning a key to Mr. Morgan’s residence when Mr. Morgan pointed a handgun at him and told him he was not allowed in the residence. While Mr. Morgan’s girlfriend grabbed the gun from his hand, Mr. Morgan shoved the teenager out of the home.

On 10 Apr 13 Brandon L. Weimer, age 24, 423 Phillips Street, Marietta, was arrested following a short foot pursuit on Phillips Street in Marietta. Wanted on two counts of trafficking in drugs, Mr. Weimer ran when Deputies encountered him walking on Phillips Street. When Deputies eventually caught Mr. Weimer, he continued to resist and had to be forcibly handcuffed. Therefore, Mr. Weimer was also charged with resisting arrest and obstructing official business.

On 10 Apr 13 Jesse Lyons, age 34, 103 Chapel Avenue, Marietta, reported he parked his Dodge pickup truck at the bottom of his driveway with the motor running while he entered his residence for a few minutes. When he returned, Mr. Lyons noticed the truck had coasted backwards across the roadway into an embankment and rolled onto the passenger side. The accident caused moderate damage to the truck (129).

Koren Bailey, age 32, 700 Barclay Street Lot 5, Belpre, for failure to appear at a court ordered hearing on an order to show cause on 2 Apr 13.

Jerome L. Blackwell, age 34, 2302 Richmiller Lane, Belpre, for driving under a suspended license on 12 Mar 13.

Ethan W. Madison-Howell, age 19, for the theft of five tattoo guns from Waterford resident on 25 Mar 13.

Brian S. Moore, age 37, 1220 Williamson Avenue, New Matamoras, for criminal trespassing and for the theft of a vehicle from a New Matamoras resident on 5 Apr 13 and for violating the terms of a protection order, resisting arrest and obstruction of justice on 4 Apr 13.

Robert M. McKinney, age 25, 4495 Chicken Coop Road, Sugar Grove, OH, for failure to appear.

Jamie R. Thompson, age 32, 809 Lancaster Street, Marietta, for failure to appear

Erin D. Travis, age 39, 501 32nd Street Lot A10, Parkersburg, for failure to appear at a court ordered hearing on an order to show cause on 29 Mar 13.

Kenneth E. Fluharty, age 46, 601 West Virginia Avenue Apt. A, Parkersburg, for breaking and entering committed on 3 Mar 13.

Peter A. Hasley, age 41, 5510 State Route 26, Marietta, for failing to file Marietta city taxes for the year 2011.

Andrew J. Plants, age 34, 7446 Federal Road, Cutler, for disorderly conduct committed on 9 Feb 13.

Lori F. Smith, age 36, 1713 Seventh Street, Parkersburg, for breaking and entering committed on 3 Mar 13.

Brent A. Dunn, age 29, 85 Dunn Lane, New Matamoras, for violating the terms of his probation by failing to pay court costs and fines and for failing to appear for a fine hearing.

Sara K. Hewett, age 19, 1505 Cale Street, Parkersburg, for violating the terms of her probation by failing to pay court costs and fines and for failing to appear for a fine hearing.

Cynthia A. Allen, age 25, 3818 Liberty Street Apt. 1, Parkersburg, for failing to appear to serve fifteen days in jail on 8 Apr 13.

Ashley L. Moore, age 27, 15854 Ilene Street, Detroit, MI, for failing to appear for a hearing on 8 Apr 13.

Shanita M. Moore, age 30, 6100 Evergreen Avenue, Detroit, MI, for failing to appear for a hearing on 8 Apr 13.

The following individuals were processed into the Washington County Jail:

Sarah Justine Burgess, age 43, 9531 Federal Road, Cutler, for being a fugitive from justice, a felony. Burgess was arrested on Masonic Park Road by Deputy Sheriff Carr and processed into the Washington County Jail on 10 Apr 13 at 7:50 am.

Terry Gilbert Dalton, age 47, 1313 Jewett Drive, Zanesville, for violating the terms of his probation, a misdemeanor. Dalton was arrested in Marietta Municipal Court by Probation Officer E. Brockmeier and processed into the Washington County Jail on 10 Apr 13 at 8:48 am.

Michael Benjamin Brown, age 21, 500 W. Fifth Street, Williamstown, for violating the terms of his probation, a felony. Brown was arrested at the Adult Probation Office by Deputy Sheriff Simmons and processed into the Washington County Jail on 10 Apr 13 at 9:01 am.

Brandon Lloyd Weimer, age 24, 423 Phillips Street, Marietta, for two felony counts of trafficking in drugs. Weimer was arrested on Phillips Street and processed into the Washington County Jail on 10 Apr 13 at 9:28 am.

Charles Clinton Carpenter, age 28, 110 Tower Road, Little Hocking, for domestic violence and assault, both misdemeanors. Carpenter was arrested at his residence by Deputy Sheriff McConnell and processed into the Washington County Jail on 10 Apr 13 at 9:43 am.

Seth Patrick Barnes, age 21, 29 Garden City Road, Marietta, for a felony charge of disrupting public service and a misdemeanor charge of disorderly conduct by fighting. Barnes was arrested in Lowell by Deputy Sheriff McKee and processed into the Washington County Jail on 10 Apr 13 at 12:43 pm.

Monica Lea Moening, age 28, 493 Adkins Avenue, Akron, OH, for violating the terms of her probation, a misdemeanor. Moening was picked up at the Summit County Jail and processed into the Washington County Jail on 10 Apr 13 at 4:54 pm.

Shane Justin Morgan, age 27, 4080 Newbury Road, Little Hocking, for aggravated menacing, a misdemeanor. Morgan was arrested at his residence by Deputy Sheriff McConnell and processed into the Washington County Jail on 10 Apr 13 at 5:45 pm.

Jessica Dawn Beaver, age 30, 1308 Williamson Avenue Apt. 2B, New Matamoras, for OVI and child endangering, both misdemeanors. Beaver was arrested in New Matamoras by Patrolman Blamble of the New Matamoras Police Department and processed into the Washington County Jail on 10 Apr 13 at 10:48 pm.
