On 19 Jan 13 Deputy Sheriff Holbert arrested Jason F. Wittekind, age 40, 166 Coplin Street, Marietta, for a fourth degree felony charge of domestic violence. Previously convicted of domestic violence, Mr. Wittekind was intoxicated during a dispute with his live-in girlfriend, Julie Fought, age 37. Mr. Wittekind appeared to advance toward his girlfriend’s daughter, at which point Ms. Fought stepped between the two. Mr. Wittekind then grabbed Ms. Fought’s shirt and shoved her against a wall.

On 19 Jan 13 Deputy Sheriff McPeek requested a summons for Ryan C. Harlan, age 39, 117 Strecker Hill, Marietta, for possession of drugs and possession of drug paraphernalia. Stopping Mr. Harlan for having an expired registration on Matthew Street, Deputy McPeek detected an odor of marijuana emanating from the vehicle. Questioned about the odor, a passenger produced a partially burnt marijuana joint that Mr. Harlan attempted to conceal when he was being stopped. A further search of the vehicle yielded a tin containing marijuana and a marijuana pipe.

On 19 Jan 13 Deputy Sheriff McPeek arrested Barbara J. Lowe, age 49, 2288 Sealy Ridge Road, Vincent, for disorderly conduct by intoxication. Fed up with Ms. Lowe’s habitual drunkenness, the owners of the home where Mr. Lowe lives reported she was causing a disturbance. When Deputy McPeek arrived at the home he noticed Ms. Lowe slurred her speech and was unsteady on her feet. Asked how much she had to drink, Ms. Lowe replied “not enough.” While Deputy McPeek questioned the female homeowner, Ms. Lowe glared at her with her hands and jaw clenched. At the Washington County Jail Ms. Lowe tested .120 BAC. Also at the jail, a Corrections Officer discovered a marijuana pipe and containers of marijuana and marijuana seeds. Consequently, Ms. Lowe was also charged with possession of marijuana and possession of drug paraphernalia.

The following individuals were processed into the Washington County Jail:

Grace Anne Keaffabre, age 25, 507 Pike Street, Parkersburg, for driving under a suspended license and speeding, both misdemeanors. Keaffabre was arrested on Main Street by Patrolman Kirby of the Belpre City Police Department and processed into the Washington County Jail on 19 Jan 13 at 2:57 am.

Jason Foster Wittekind, age 40, 166 Coplin Street, Marietta, for domestic violence, a felony. Wittekind was arrested at his residence by Deputy Sheriff Holbert and processed into the Washington County Jail on 19 Jan 13 at 7:38 am.

Ellen Kay Patterson, age 42, 150 Harmar Street, Marietta, for animal cruelty and for abandoning animals, both misdemeanors. Patterson turned herself in to Deputy Sheriff R. Reeder and was processed into the Washington County Jail on 19 Jan 13 at 5:10 pm.

Roger Allen Patterson, age 46, 150 Harmar Street, Marietta, for animal cruelty and for abandoning animals, both misdemeanors. Patterson turned himself in to Deputy Sheriff R. Reeder and was processed into the Washington County Jail on 19 Jan 13 at 5:10 pm.

Barbara Jean Lowe, age 49, 2288 Sealy Ridge Road, Vincent, for disorderly conduct by intoxication, possession of drugs and possession of drug paraphernalia, all misdemeanors. Lowe was arrested at her residence by Deputy Sheriff McPeek and processed into the Washington County Jail on 19 Jan 13 at 11:30 pm.
