On 25 Oct 12 Lorena A. Smith, age 34, 110 Tower Road, Little Hocking, reported she was assaulted by her live-in boyfriend, Charles C. Carpenter Jr., age 28. When Ms. Smith arrived back home following an earlier dispute, Mr. Smith attempted to slice her vehicle’s tires with a kitchen knife. Mr. Carpenter then ripped everything from Ms. Smith’s purse, slapped her in the face and kicked her leg. Ms. Smith stated the incident caused her to fear for her safety and commented that she feared the attack would worsen if she didn’t phone for help. Denying the allegation, Mr. Carpenter claimed no physical violence occurred. Based on his investigation, Deputy Sheriff Metts arrested Mr. Carpenter for domestic violence and transported him to the Washington County Jail.

On 25 Oct 12 Deputy Sheriff McKee and the Fearing Fire Department responded to a brush fire along the 2000 block of Sugar Run Road in Lawrence Township. The cause of the fire is unknown but appears to have originated near a small plastic telephone pole. The fire was extinguished without incident. The State Fire Marshal was contacted to determine the cause of the fire.

On 25 Oct 12 Deputy Sheriff McKee and the Grandview Fire Department were dispatched to a garage fire on the property of Barbara McFeely, age 59, at 47861 State Route 7, New Matamoras. Ms. McFeely was burning items near her garage when the fire spread. Ms. McFeely’s son quickly extinguished the fire, which caused only minor damage to the garage.

On 25 Oct 12 a resident on Everson Road in Dunham Township reported an unknown male scaled her back fence and knocked on her door, stating he wrecked his car and needed help. The suspect, Charles D. Ruppert, age 26, 804 46th Street, Parkersburg, did not know where he was and could not recall where his vehicle was either. Having a strong odor of alcohol and bloodshot eyes, Mr. Ruppert later said he was attempting to move his vehicle and the next thing he knew he was over a hill. Mr. Ruppert performed poorly on field sobriety tests and was arrested for OVI. Mr. Ruppert was also charged with possession of drug paraphernalia after Deputy McConnell discovered a marijuana pipe in Mr. Ruppert’s pocket. At the Washington County Jail Mr. Ruppert tested .174 BAC.

The following individuals were processed into the Washington County Jail:

Charles Douglas Ruppert, age 26, 804 46th Street, Vienna, for OVI and possession of drug paraphernalia, both misdemeanors. Ruppert was arrested on Everson Road by Deputy Sheriff McConnell and processed into the Washington County Jail on 25 Oct 12 at 7:56 am.

Shannon Scott Hines, age 24, 2005 Liberty Street, Parkersburg, for a felony charge of burglary and a misdemeanor charge of failure to appear. Hines was apprehended by a bail bondsman and processed into the Washington County Jail on 25 Oct 12 at 10:23 am.

Sony Carlos Love, age 30, 1020 Caywood Road, Marietta, for violating the terms of his probation, a misdemeanor. Love was arrested at the office of Probation Officer P. Brockmeier and processed into the Washington County Jail on 25 Oct 12 at 3:22 pm.

Michael Paul Surface, age 37, 1000 Kemper Street, Parkersburg, for being a fugitive from justice, a felony. Surface was arrested on Washington Boulevard by Patrolman Heddleston of the Belpre City Police Department and processed into the Washington County Jail on 24 Oct 12 at 8:32 pm.

Charles Clinton Carpenter, age 28, 110 Tower Road, Little Hocking, for domestic violence, a misdemeanor. Carpenter was arrested at his residence by Lt. Rhodes of the Washington County Sheriff’s Office and processed into the Washington County Jail on 25 Oct 12 at 9:29 pm.
