On 14 Sep 12 Deputy Sheriff Caltrider arrested Ronald L. Kelbaugh, age 67, 1526 Rockland Avenue, Belpre, for disorderly conduct by intoxication and criminal trespassing. Early that evening a neighbor of a Sheriff’s Deputy who lives nearby reported seeing Mr. Kelbaugh entering the Deputy’s home. When he arrived home the Deputy observed Mr. Kelbaugh lying on the living room floor sans pants. The Deputy said Mr. Kelbaugh has a history of entering his home when he is intoxicated and on this occasion Mr. Kelbaugh urinated on his floor and on a pillow. At the Washington County Jail Mr. Kelbaugh tested .186 BAC. The following day Mr. Kelbaugh was also charged with domestic violence after his daughter, Audrey Kelbaugh, age 40, reported she was assaulted by her father at her residence. Ms. Kelbaugh exhibited bruises on her thigh and arm that she said were caused when her father struck her with his cane a few days earlier. Mr. Kelbaugh initially denied striking his daughter but later admitted hitting her because he was upset with her.

On 14 Sep 12 Kevin J. Brumbaugh, age 57, 100 Summerset Drive, Marietta, reported sometime overnight an unknown suspect(s) cut the top to access the inside of his Saab convertible. Mr. Brumbaugh said no property was stolen from his vehicle. This case remains under investigation (126).

The following individuals were processed into the Washington County Jail:

Timothy Mark Smith, age 54, 5745 Sandhill Road, Marietta, for violating the terms of his probation, a misdemeanor. Smith was arrested at the office of Probation Officer P. Brockmeier and processed into the Washington County Jail on 14 Sep 12 at 2:13 pm.

Ronald Lee Kelbaugh, age 67, 1526 Rockland Avenue, Belpre, for disorderly conduct by intoxication, criminal trespassing and domestic violence, all misdemeanors. Kelbaugh was arrested on Hamrick Lane in Belpre by Deputy Sheriff Caltrider and processed into the Washington County Jail on 14 Sep 12 at 8:16 pm.
