On 19 May 12 Heather Miller, age 24, 10480 Veto Road, Belpre, reported her husband, Ronald, age 30, was up all night drinking and was extremely angry when she woke him up while she was cleaning at 1 pm. Mrs. Miller stated her husband struck her in the face, called her names and choked her until she nearly lost consciousness. When his wife attempted to return to her cleaning, Mr. Miller kicked her from behind and caused her to fall into their four year old son. Mr. Miller went back to sleep and when he awoke at 4 pm, continued his assault on his wife. During his second attack, Mr. Miller choked his wife and punched her in the abdomen several times. Mrs. Miller said her husband may be injured and might claim she inflicted the injuries. However, Mrs. Miller stated her husband fell of their home’s porch the previous evening while he was intoxicated and the event was witnessed by a neighbor. Mr. Miller was not present when Sgt. Hornbeck interviewed Mrs. Miller but was later arrested for domestic violence by Deputy Sheriff Smithberger. Mr. Miller did not make an assault allegation upon his arrest.

On 19 May 12 Sgt. Hornbeck requested a summons for Matthew Nichols, age 35, 364 Greenhill Road, Marietta, for OVI. The Warren Fire Department transported Mr. Nichols to Marietta Memorial Hospital after he crashed his ATV into a creek across the road from his home. Mr. Nichols had injuries to his face and head and slurred his speech while being treated by emergency personnel. Found near the wrecked ATV was a small cooler that contained and empty can of Coke and an empty flask.

The following individuals were processed into the Washington County Jail:

Joshua Andrew Armstrong, age 23, 205 Scammel Street Apt. 7, Marietta, for disorderly conduct by intoxication, a misdemeanor. Armstrong was arrested at his residence by Patrolman Wright of the Marietta City Police Department and processed into the Washington County Jail on 19 May 12 at 2:50 am.

Jarron Matthew Skinner, age 21, 206 Third Street, Lowell, for OVI and for failure to control, both misdemeanors. Skinner was arrested on State Route 60 by the Ohio State Highway Patrol and processed into the Washington County Jail on 19 May 12 at 4:44 am.

Jimmy Ray Waterman, age 30, 1045 Sandhill Road Lot 10, Marietta, for violating the terms of his probation, a misdemeanor. Waterman was arrested on State Route 26 by Sgt. Mankins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 May 12 at 4:48 pm.

Dirk Edward Filon, age 27, 1045 Sandhill Road Lot 10, Marietta, for violating the terms of his probation, a misdemeanor. Filon was arrested on State Route 26 by Sgt. Mankins of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 May 12 at 4:50 pm.

Ronald Dean Miller Sr., age 30, 10480 Veto Road, Belpre, for domestic violence, a misdemeanor. Miller was arrested at his residence by Deputy Sheriff Metts and processed into the Washington County Jail on 19 May 12 at 11:25 pm.
