On 3 Mar 12 Ethan Howell, age 18, 135 Mill
Street, Waterford, reported his family was away from their residence
during the day on 1 Mar and when they returned their front door
was ajar. Mr. Howell said they didn’t initially notice
anything but later discovered a tattoo gun and several tattoo
and piercing needles were missing from their basement. This
case remains under investigation (594).
On 3 Mar 12 Sgt. Hornbeck arrested Ruthie D.
Scoggan, age 25, 330 Franklin Street Apt. 1, Marietta, for possession
of heroin, possession of drug abuse instruments and for obstructing
official business. Ms. Scoggan hid in a bathroom behind hanging
clothes when Deputy Sheriff Stoffel attempted to serve her with
a grand jury indictment. When Sgt. Hornbeck and Deputy Stoffel
removed Ms. Scoggan from the bathroom they found her in possession
of a small amount of heroin as well as a syringe.
The following individuals
were processed into the Washington County Jail:
Mitchell Douglas Rowland, age 22, 32101 Cochranville
Road, New Matamoras, for a felony charge of possession of drugs
and misdemeanor charges of OVI and operating a vehicle with
expired plates. Rowland was arrested in New Matamoras by Patrolman
Freed of the New Matamoras Police Department and processed into
the Washington County Jail on 3 Mar 12 at 5:31 am.
Ruthie Dulcia Scoggan, age 25, 615 Montgomery
Street, Marietta, for felony charges of theft and possession
of drugs and misdemeanor charges of theft, obstructing official
business and possession of drug abuse instruments. Scoggan was
arrested at her residence by Sgt. Hornbeck of the Washington
County Sheriff’s Office and processed into the Washington
County Jail on 3 Mar 12 at 8:19 am.
William Ray Adams, age 36, 9550 State Route
550, Vincent, for two misdemeanor counts of failure to appear.
Adams was arrested at 2346 Sealy Ridge Road by Deputy Sheriff
Holbert and processed into the Washington County Jail on 3 Mar
12 at 9:15 pm.
