On 19 Jan 12 Natalie S. Joy, age 32, 109 Lockhart Street, Belpre, reported her husband Jeffery, age 41, was staying elsewhere for the evening but she awoke in the morning to see him standing above her, holding a shotgun. Mrs. Joy said her husband acted unstable and was delusional during the past several days and made irrational statements about her “setting him up.” Questioned about the incident, Mr. Joy claimed his wife pulled a gun on him when he entered the bedroom and when he exited the room he observed an unknown male running down the steps of the home. Mr. Joy said he then grabbed a shotgun and chased the unknown subject. At the scene, Deputy Sheriff Underwood could find no evidence of the unknown subject. Consequently, Deputy Underwood arrested Mr. Joy for aggravated menacing and transported him to the Washington County Jail.

On 19 Jan 12 James L. Ottney, age 63, 10 Browns Road Apt. 3A, Marietta, reported sometime after noon the previous day the rear license plate, Ohio #DUY5795, was stolen from his vehicle. This case remains under investigation (507).

On 19 Jan 12 Deputy Sheriff Mankins arrested David R. Spearman, age 60, 53 Allman Street, Beverly, for OVI, failure to register and for driving outside the marked lanes of travel. Stopped after he ran completely off the roadway near Par Mar in Beverly, Mr. Spearman slurred his speech and had a strong odor of alcohol. Following his poor performance on field sobriety tests, Mr. Spearman was transported to the Washington County Jail where he tested .195 BAC.

On 19 Jan 12 John N. Hefner, age 71, 385 Dugan Road, Belpre, reported at some point during the past two weeks an unknown suspect(s) stole a cordless drill and a self-propelled lawnmower from a storage building on his property. This case remains under investigation (592).

The following individuals were processed into the Washington County Jail:

Clint O’Dell Porter, age 46, 2288 Sealy Ridge Road, Vincent, for domestic violence and assault, both misdemeanors. Porter was arrested at his residence by Lt. Rhodes of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 Jan 12 at 1:00 am.

Jeffrey Allen Joy, age 41, 109 Lockhart Street, Belpre, for aggravated menacing, a misdemeanor. Joy was arrested at his residence by Sgt. Norman of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 Jan 12 at 8:47 am.

Brandon Edward O’Brien, age 24, 650 King Avenue, Bartlett, for a felony charge of violating the terms of his probation and a misdemeanor charge of possession of drug paraphernalia. O’Brien was arrested at his residence by Sgt. Norman of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 Jan 12 at 3:53 pm.

Angela Kay Rowland, age 41, 735 Seventh Street, Marietta, for passing bad checks and for failure to appear, both misdemeanors. Rowland was arrested at his residence by Deputy Sheriff McConnell and processed into the Washington County Jail on 19 Jan 12 at 4:39 pm.

Mandie Lee Hale, age 34, 2605 Keffer Road, Stockport, for theft, a misdemeanor. Hale was arrested at Fruth Pharmacy by Patrolman Hunter of the Belpre City Police Department and processed into the Washington County Jail on 19 Jan 12 at 5:20 pm.

David Rogers Spearman, age 60, 53 Allman Street, Beverly, for OVI, failure to register and for driving outside the marked lanes of travel, all misdemeanors. Spearman was arrested in Beverly by Deputy Sheriff Mankins and processed into the Washington County Jail on 19 Jan 12 at 11:50 pm.
