On 7 Nov 11 Carrie A. McCoy, age 34, 11540 State Route 339, Vincent, reported her neighbor repeatedly revved the engine of his truck and woke her sleeping son. Questioned by Sgt. Norman, the suspect denied the allegation. This case remains under investigation.

On 7 Nov 11 an employee of Washington & Morgan County Community Action, 218 Putnam Street, Marietta, reported unauthorized individuals utilized the organization’s banking information to pay satellite and phone bills. The organization recovered over $1,000 of the stolen funds from the companies but has not recovered the remaining $36 that was transferred from the account without permission. This case remains under investigation (594).

On 7 Nov 11 Deputy Sheriff Smeeks arrested Harlan W. Ramage, age 42, 461 Harriett Street, Macksburg, for disorderly conduct by intoxication. Reportedly intoxicated on bath salts, Mr. Ramage was hallucinating and threatening to harm himself. Deputy Smeeks located Mr. Ramage on Broad Street in Macksburg and noticed that he was not wearing shoes and apparently cut the bottom of his pants off. Mr. Ramage was hyper, speaking very quickly and said he cut his pants to wrap around his feet after losing his shoes in Duck Creek. Mr. Ramage admitted smoking bath salts earlier in the day and commented that he believed the police were after him. He stated he did not intend to harm himself but he was afraid he would be killed by the police and would rather kill himself than be shot by the police.

The following individuals were processed into the Washington County Jail:

Anthony Cameron Williams, age 38, 313 Fourth Street, Lowell, for theft, a misdemeanor. Williams was arrested at his residence by Deputy Sheriff Holbert and processed into the Washington County Jail on 7 Nov 11 at 12:17 pm.

Capri Nicole Coffman, age 26, 122 Victory Place, Marietta, for domestic violence, a misdemeanor. Coffman was arrested by Patrolman Warden at the Marietta City Police Department and processed into the Washington County Jail on 7 Nov 11 at 1:36 pm.

Donald Richard Gregor Jr., age 39, 210 Vine Street, Marietta, for violating the terms of his probation, a misdemeanor. Gregor was arrested at his residence by Probation Officer Brockmeier and processed into the Washington County Jail on 7 Nov 11 at 4:29 pm.

Harlan Wendell Ramage, age 42, Route 1 Box 118, Elba, for disorderly conduct by intoxication, a misdemeanor. Ramage was arrested on Interstate 77 by Deputy Sheriff Lockhart and processed into the Washington County Jail on 7 Nov 11 at 7:29 pm.

Jesse Scott Books, age 29, 836 Pike Street Apt. 10, Marietta, for two misdemeanor counts of aggravated menacing. Books was arrested at his residence by Patrolman Hively of the Marietta City Police Department and processed into the Washington County Jail on 7 Nov 11 at 8:28 pm.

Richard Allen Hill, age 42, Morgan Meadows, McConnelsville, for two felony counts of nonsupport of dependants. Hill was picked up at the Morgan County line by Deputy Sheriff Caltrider and processed into the Washington County Jail on 7 Nov 11 at 9:50 pm.
