On 1 Nov 11 Deputy Sheriff McConnell along with Lt. Hornbeck were dispatched to Joe Skinner Road, Belpre, in reference a possible domestic situation. Upon investigating the incident officers found that no domestic violence had occurred. This case is closed unfounded (507).

On 1 Nov 11 Richard Addlesburger, age 50, 135 Fred Smith Drive, New Matamoras, reported he parked his truck at 2 am and at some point after that time an unknown suspect(s) broke a window to enter the vehicle and stole his prescription bottles of OxyContin and oxycodone. This case remains under investigation (1184).

On 1 Nov 11 Peggy Williams, age 46, 300 Starlite Drive Lot 7, Marietta, reported she believes a friend of her adult daughter stole four checks from her checkbook while she visited her residence the previous day. The suspect subsequently forged one of the checks for $250 and cashed it at a bank in Cambridge. This case remains under investigation (1184).

On 1 Nov 11 the Oak Grove Fire Department transported Timothy L. Chancellor, age 36, 641 Wright Road, Walker, OH, to Marietta Memorial Hospital for treatment following an accident at RJF at 700 BF Goodrich Road, Marietta. Mr. Chancellor was loading material between two rollers when he briefly crushed his right hand in the machinery. Mr. Chancellor likely suffered broken bones in the accident (610).

The following individuals were processed into the Washington County Jail:

Marissa Brianne Kiggans, age 25, 75 Martin Drive, Fleming, for violating the terms of her probation, a felony. Kiggans was arrested at the Adult Probation Office by Deputy Sheriff O’Brien and processed into the Washington County Jail on 1 Nov 11 at 11:14 am.

Mason Tyler Loscar, age 20, 206 Clay Street Apt. 201, Saint Marys, for disorderly conduct, a misdemeanor. Loscar was arrested by Patrolman Martin at the Belpre City Police Department and processed into the Washington County Jail on 1 Nov 11 at 12:10 pm.

Matthew Lee Lipps, age 23, 434 West Virginia Avenue, Harrisville, WV, for possession of drug paraphernalia, a misdemeanor. Lipps was arrested by Patrolman Stump at the Belpre City Police Department and processed into the Washington County Jail on 1 Nov 11 at 12:45 pm.

Randall Todd Echard, age 21, 412 Ohio Avenue, Harrisville, WV, for possession of drug paraphernalia, a misdemeanor. Echard was arrested by Patrolman Stump at the Belpre City Police Department and processed into the Washington County Jail on 1 Nov 11 at 12:59 pm.

Christopher M. Meadows, age 18, 18 Fifth Street, Belpre, for possession of drug paraphernalia, a misdemeanor. Meadows was arrested on Elm Street in Belpre by Lt. Rhodes of the Washington County Sheriff’s Office and processed into the Washington County Jail on 1 Nov 11 at 4:08 pm.

Cody Michael Westbrook, age 21, 209 Gibbons Street, Marietta, for violating the terms of his probation, a misdemeanor. Westbrook was arrested at his residence by Probation Officer Gilchrist and processed into the Washington County Jail on 1 Nov 11 at 4:31 pm.

Shenandoah Lane Walraven, age 37, 121 Lynn Road, Johnson City, TN, for failure to appear, a misdemeanor. Walraven was picked up in Washington County, Tennessee by Deputy Sheriff Underwood and processed into the Washington County Jail on 1 Nov 11 at 6:56 pm.

James Allen Keller II, age 42, 55 Benjamin Drive, New Martinsville, WV, for OVI, speeding and for operating a vehicle with expired plates, all misdemeanors. Keller was arrested on State Route 7 by Patrolman Freed of the New Matamoras Police Department and processed into the Washington County Jail on 1 Nov 11 at 11:59 pm.

Michael Arthur Shotwell, age 27, 1490 Club Drive, Washington, WV, for possession of drug paraphernalia, a misdemeanor. Shotell was arrested near the intersection of State Route 339 and State Route 550 by Deputy Sheriff McConnell and processed into the Washington County Jail on 2 Nov 11 at 1:05 am.
