On 13 Sep 11 Nissa Keagy, age 43, 2460 Pleasant
Ridge Road, Marietta, reported while she was away from her home
the previous she believes an acquaintance climbed through a
window and entered her residence without permission. This case
remains under investigation (597).
On 13 Sep 11 Deputy Sheriff Holbert responded
to the scene of death of a forty-seven year old Fleming resident.
The man’s death appears to be due to natural causes; no
foul play is suspected.
On 13 Sep 11 an employee of the Lowell Duke,
100 Main Street, Lowell, reported upon viewing security footage
she observed one of the store’s regular customers departing
the store without paying for a cup of coffee and a flashlight.
This case remains under investigation (1104).
On 13 Sep 11 Kimberly Fraunfelter, age 37,
22275 State Route 60, Beverly, reported she was involved in
an altercation with her husband, James, age 34. Mrs. Fraunfelter
said she was upset that her husband was drinking and her husband
started throwing items at her. Angered that his wife would not
give him his keys, Mr. Fraunfelter grabbed his wife and slammed
her into a wall. He then pinned her to a chair and grabbed her
by the neck. Mrs. Fraunfelter kicked her husband in the groin
and escaped out of the home with her children. As Mrs. Fraunfelter
fled in a pickup truck her husband then punched her head through
the vehicle’s open window. Consequently, Deputy Sheriff
Caltrider requested a warrant for Mr. Fraunfelter for domestic

Louis Roe Cavillis, age 40, 205 Elm Street,
Belpre, for criminal trespassing, a misdemeanor. Cavillis was
arrested in Belpre by Patrolman Hunter of the Belpre City Police
Department and processed into the Washington County Jail on
13 Sep 11 at 12:05 pm.
Joshua Richard Knopp, age 20, 121 Fifth Street,
Williamstown, for violating the terms of his probation, a misdemeanor.
Knopp was arrested at the office of Probation Officer Brockmeier
and processed into the Washington County Jail on 13 Sep 11 at
Levi Uriah Bills, age 23, 4100 Cow Creek Road,
Saint Marys, WV, for two felony counts of breaking and entering.
Bills was arrested at Ward’s Recycling by Deputy Sheriff
Smeeks and processed into the Washington County Jail on 13 Sep
11 at 4:03 pm.
Justin Bryan Bailey, age 23, 101 Henry Camp
Road Apt. A, Saint Marys, WV, for two felony counts of breaking
and entering and a misdemeanor charge of driving under a suspended
license. Bailey was arrested at Ward’s Recycling by Deputy
Sheriff Smeeks and processed into the Washington County Jail
on 13 Sep 11 at 4:22 pm.
Christy Lee Parsley, age 37, 730 Williams Road,
Columbus, for failure to appear, a misdemeanor. Parsley turned
herself in to Corrections Officers and was processed into the
Washington County Jail on 13 Sep 11 at 6:35 pm.
