On 19 May 11 Deputy Sheriff Smeeks arrested Levi J. Robinson, age 20, 1305 Goose Run Road, Marietta, for unlawful sexual conduct with a minor. The previous day a fifteen year old Belpre resident reported she met Mr. Robinson outside her residence and traveled in his vehicle a short distance from her home. After smoking marijuana the teenager alleged Mr. Robinson forced her to have sex. Questioned about the incident, Mr. Robinson admitted having sex with the teenager but asserted that it was consensual. Mr. Robinson stated the marijuana likely clouded his judgment and said that the victim informed him that she was “almost sixteen.”

On 19 May 11 an employee of Summers Motors, 1000 Pike Street, Marietta, reported sometime overnight an unknown suspect(s) cut the catalytic converters off two used vehicles in the business’ lot. This case remains under investigation (805).

On 19 May 11 the owner of Wallace Automotive, 16595 State Route 550, Marietta, reported sometime overnight an unknown suspect(s) cut the catalytic converter off a Pontiac Sunfire parked in the business’ lot. This case remains under investigation (1293).

On 19 May 11 Deputy Sheriff Schubert issued a citation to Mathew K. Root, age 25, 22226 Lightner Road, Guysville, for traveling 70 mph in a 55 mph zone. Deputy Schubert stopped Mr. Root on State Route 7 near Bramblewood Heights Road in Marietta Township.

SUSPECTS ARRESTED ON FELONY DRUG CHARGES

A traffic stop on State Route 821 near Glendale Road resulted in the arrest of three suspects on drug charges. Through investigative means Task Force Agents learned Aaron M. Hess, age 32, 17 Colegate Drive, Marietta, was operating a vehicle and in possession of drugs. Searching the vehicle and its occupants after a canine indicated the presence of drugs, Agents found Mr. Hess in possession of heroin, numerous syringes and other drug paraphernalia commonly used to abuse heroin.

As the front seat passenger, Paul E. Spinner, age 31, 1824 Maynard Avenue, Columbus, exited the vehicle Agent Staats noticed a digital scale in his coat pocket. The scale had a powdery residue that tested positive for cocaine. A further search of Mr. Spinner produced a pill bottle containing seventy-one pills that were identified as a Schedule II drug, morphine sulfate. Agents searched the third passenger, Guy R. Cowans, age 27, 352 Burgess Avenue, Columbus, and discovered a bag containing fourteen grams of marijuana.

As a result of the traffic stop Hess was arrested for a felony charge of possession of heroin, Spinner was arrested for felony charges of possession of a bulk amount of morphine and possession of cocaine and Cowans was arrested for misdemeanor charges of possession of marijuana and possession of drug paraphernalia.

While Cowans posted bond and was released from jail, Hess and Spinner remain incarcerated in lieu of respective bonds of $2,500 and $17,500.

The following individuals were processed into the Washington County Jail:

Mary Westatina Mitchell, age 26, 743 Iowa Street, Charleston, WV, for felony charges of possession of drugs and obstructing official business and for a misdemeanor charge of possession of drugs. Mitchell was arrested on State Route 821 by the Ohio State Highway Patrol and processed into the Washington County Jail on 19 May 11 at 2:48 am.

Kendra Morgan Dixon, 1231 Frane Street, Charleston, WV, for felony charges of possession of drugs and obstructing official business and for a misdemeanor charge of possession of drugs. Dixon was arrested on State Route 821 by the Ohio State Highway Patrol and processed into the Washington County Jail on 19 May 11 at 3:23 am.

Paul Everett Spinner, age 31, 1824 Maynard Avenue, Columbus, for two felony counts of possession of drugs. Spinner was arrested on State Route 821 by Detective Staats of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 May 11 at 3:38 am.

William David Lewis, age 50, 108 Berry Lane, Reno, for possession of drugs and for disorderly conduct by intoxication, both misdemeanors. Lewis was arrested in Marietta by Patrolman Saho of the Marietta City Police Department and processed into the Washington County Jail on 19 May 11 at 3:45 am.

Guy Ramon Cowans, age 27, 352 Burgess Avenue, Columbus, for possession of drugs and possession of drug paraphernalia, both misdemeanors. Cowans was arrested on State Route 821 by Detective Staats of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 May 11 at 4:28 am.

Aaron Matthew Hess, age 32, 17 Colegate Drive, Marietta, for possession of drugs, a felony. Spinner was arrested on State Route 821 by Detective Staats of the Washington County Sheriff’s Office and processed into the Washington County Jail on 19 May 11 at 4:51 am.

Levi James Robinson, age 20, 1305 Goose Run Road, Marietta, for unlawful sexual conduct with a minor, a felony. Robinson was arrested at his residence by Deputy Sheriff Smeeks and processed into the Washington County Jail on 19 May 11 at 1:53 pm.

David Alan Ruth, age 19, 1630 Braun Road, Belpre, for violating the terms of his probation, a felony. Ruth was arrested on Braun Road by Deputy Sheriff Lockhart and processed into the Washington County Jail on 19 May 11 at 11:15 pm.
