On 6 May 11 a witness reported observing a commotion in the Peoples Bank parking lot adjacent to the Washington County Courthouse. Yelling and cursing loudly at his two female companions and pedestrians on the street, Phillip J. Goins, age 44, 30 Mildred Avenue, Akron, appeared intoxicated and slurred his words as he spoke. Mr. Goins was uncooperative while being interviewed by Sgt. Spencer and at one point attempted to drive off in his vehicle. The two women with Mr. Goins said they were en route to North Carolina and stopped in Marietta for an individual in their party to appear in court. Furthermore, they said Mr. Goins was drunk and just angry. For his behavior, Mr. Goins was arrested for disorderly conduct by intoxication and transported the Washington County Jail.
