On 16 Mar 11 Ashley Plummer, age 22, 171 Mill Branch Road, Belpre, reported her live-in girlfriend Haley A. Jett, age 19, attacked her with a knife. Arguing with Ms. Jett over the way she treats her grandmother, Ms. Plummer said Ms. Jett removed a steak knife from a kitchen drawer and charged at her. A struggle ensued and was broken up shortly thereafter by Ms. Jett’s grandmother. Questioning Ms. Jett about the incident, Deputy Lockhart noticed she had an odor of alcohol and glassy, bloodshot eyes. Ms. Jett admitted consuming vodka that evening and acknowledged what she did was wrong but said that Ms. Plummer would not “stop running her mouth.” Consequently, Deputy Lockhart arrested Ms. Jett for domestic violence and transported her to the Washington County Jail. Ms. Plummer escaped serious injury, suffering only a minor cut near her thumb.


Following a joint investigation with the Washington County Sheriff’s Office, Task Force Agents charged two suspects involved in breaking into United Rentals at 18417 State Route 7, Marietta, and stealing over $100,000 in supplies and equipment. Later identified as Jeremy D. Cutshaw, age 39, 717 Third Street, Marietta, and Aaron M. Hess, age 32, 610 Warren Street, Marietta, the suspects stole a Dodge pickup truck, 7,000 pounds of copper welding lead, welders, generators, fire extinguishers and a large quantity of power tools from the business on 24 Feb 11.

In addition to learning that Cutshaw and Hess sold nearly 2,000 pounds of the copper wire to a scrap yard for $7,000, Agents learned the location of the stolen truck and a second site where the stolen property was being stored. Thereafter, on 4 Mar, Agents executed a search warrant at the residence of Ray A. Needs, age 57 at 554 Sand Ridge Road, Waterford. There Agents discovered a large amount of the stolen items in a storage building as well as marijuana, digital scales and plastic bags. Consequently, Agents arrested Needs on a charge of trafficking in drugs. He was released three days later after posting $2,500 bond.

Prior to being identified as a suspect in the theft case, Cutshaw was arrested by Task Force Agents on 28 Feb for possession of cocaine, possession of heroin and possession of approximately one pound of marijuana. In the United Rentals case, Cutshaw turned himself in at Marietta Municipal Court on 9 Mar 11 on felony charges of breaking and entering, theft and tampering with evidence and was released on a personal recognizance bond. Hess turned himself in on the same charges at the Washington County Jail on 11 Mar 11 and was released after posting bond on 16 Mar.

The tampering with evidence charges stem from the fact that the suspects replaced the four tires on the vehicle used during the breaking and entering to avoid being identified through tire marks left at the scene.

the Sheriff’s Office received the following warrants:

Zachary Kerns, age 32, 100 Hanover Road, Cutler, for failure to appear for a court ordered hearing on 1 Mar 11.

Charles E. Day, age 27, 830 Mount Tom Road, Marietta, for failure to appear at a court ordered hearing on unpaid fines in the sum of $535.60.

Patrick E. North, age 49, 200 Pennock Drive Lot 5, Beverly, for disorderly conduct by fighting on 24 Dec 10.

The following individuals were processed into the Washington County Jail:

Haley Ashton Jett, age 19, 171 Mill Branch Road, Belpre, for domestic violence and for underage consumption of alcohol, both misdemeanors. Jett was arrested at her residence by Deputy Sheriff Lockhart and processed into the Washington County Jail on 16 Mar 11 at 4:45 am.

Gerald Allen Smith, age 50, 390 Kennedy Road, Cutler, for aggravated murder and for aggravated burglary, both felonies. Smith was picked up at a behavioral center in Columbus by Deputy Sheriff Underwood and processed into the Washington County Jail on 16 Mar 11 at 3:30 pm.

Celena Anne Hardie, age 30, 165 Killwell Run Road, Marietta, for disorderly conduct, a misdemeanor. Hardie was arrested on Matthew Street by Patrolman Sury of the Marietta City Police Department and processed into the Washington County Jail on 16 Mar 11 at 8:40 pm.
