On 17 Feb 11 Deputy Sheriff Simmons requested summonses for MaRyan Touvell, age 27, 18373 State Route 339, Waterford, and Eric L. Touvell, age 28, 1112 1/2 B Hocking Road, Belpre, for disorderly conduct by fighting. The estranged couple was involved in a minor altercation while exchanging custody of their son in a parking lot on State Route 339 on 27 Jan. Initially only arguing, Mr. Touvell became upset and reached through his wife’s open car window and grabbed her by the collar. Mrs. Touvell responded by striking her husband and exited her vehicle. At that point Mr. Touvell again grabbed his wife’s coat and she retaliated by striking him a second time. Neither party was injured during the incident.

On 17 Feb 11 a deliveryman reported when he arrived at the Misty Blue at 1755 State Route 821, Marietta, at 10:30 am he noticed the rear door was ajar. Inside the business processing the crime scene, Detectives discovered the jukebox and two desktop game machines were pried open and had their cash boxes removed. Additionally, the owner of the business estimated $200 was stolen from the cash register. This case remains under investigation (790).

On 17 Feb 11 Jamie A. Hoy, age 31, 149 Warner Street, Marietta, was backing his Ford truck from a driveway at 470 Cornerville Road, Marietta, when his brakes malfunctioned. The vehicle coasted across the street and struck a gas meter, causing damage to the meter. Though Ms. Hoy’s vehicle needed towed from a ditch after striking the meter, the vehicle did not sustain damage. Nearly four hours later Deputy Sheriff Simmons responded to the scene again after Dispatch received a report of a four year old child wandering the neighborhood. The child knocked on a neighbor’s door, said that she was hungry and could not wake her mother, Ms. Hoy. Transported to Marietta Memorial Hospital by the Reno Fire Department, Ms. Hoy stated she ingested a klonopin pill and for Xanax pills after an argument with her boyfriend. Ms. Hoy stated she did not intend to harm herself and commented that she took the pills because she wanted to go to sleep. As a result of the incident, Deputy Simmons requested a warrant for Ms. Hoy for child endangering.

On 17 Feb 10 Deputy Sheriff Smeeks arrested Keith J. Lowe, age 21, 1990 State Route 339, Belpre, for failure to comply with the order/signal of an officer, driving under a suspended license, speeding and failure to yield. Deputy Smeeks attempted to stop Mr. Lowe for speeding near milepost twelve on State Route 7 when Mr. Lowe quickly turned onto Gravel Bank Road. A brief high speed pursuit followed and ended when Mr. Lowe stopped his vehicle near milepost seventeen on State Route 7. Asked why he initially fled, Mr. Lowe stated he did so because he is on parole and does not have a valid driver’s license.

On 17 Feb 11 Lillie B. Singer, age 50, 11827 State Route 555, Cutler, reported she was assaulted by her ex-husband while he visited her home to retrieve some of his property. Further questioned, Ms. Singer recanted her allegation and commented that at no time did her ex-husband cause her pain or discomfort of any kind. Unable to find evidence of a crime, Sgt. Hornbeck closed this case as unfounded.

On 17 Feb 11 Dustin T. Goodnight, age 23, 4135 Highland Ridge Road, Lowell, reported he contacted an individual on craigslist.org regarding possible employment and he subsequently received a package containing over 400 counterfeit money orders. This case remains under investigation (1209).

On 17 Feb 11 Corrections Officer Farrell filed charges on Washington County Jail inmates Tylon C. Carr, age 26, 2401 Morningside Avenue, Parkersburg, and Joseph W. Hartman, age 51, Marietta, for disorderly conduct by fighting. Viewing security footage, CO Farrell observed that Mr. Hartman was seated at a table when Mr. Carr approached him and threw a cup toward him. Mr. Hartman stood and walked into a bathroom, with Mr. Carr following. The fight was broken up shortly thereafter. Neither party suffered injury in the brawl.

On 17 Feb 11 Chad C. Simmons, age 25, 120 Summers Road, Marietta, reported his mother placed his Hi Point .40 handgun in her vehicle while he was briefly hospitalized beginning on 9 Jan and his mother subsequently noticed the weapon was missing. Mr. Simmons is unsure if the gun was misplaced or stolen. This case remains under investigation (200).

On 17 Feb 11 Deputy Sheriff Smeeks issued a citation to Garrett P. Rich, age 24, 1225 Coal Run Road, Marietta, for not wearing a seat belt. Deputy Smeeks originally stopped Mr. Rich for speeding on State Route 7 near milepost seventeen in Dunham Township.

the Sheriff’s Office received the following warrants:

Clifton Harvey, age 34, 22000 Big Run Road, Stewart, for failure to appear at a court ordered hearing on an order to show cause on 1 Feb 11.

Jeremy M. Charlton, age 30, 1681 Sealy Ridge Road, Vincent, for failure to appear at a probation violation hearing on 14 Feb 11.

Kelly J. Farnsworth, age 22, 122 Harmar Street, Marietta, for failing to appear for pretrial on 11 Feb 11.

Jessica E. Lemaster, age 33, 106 Wind Dancer Lane, Parkersburg, for failing to appear to serve three days in jail on 11 Feb 11.

The following individuals were processed into the Washington County Jail:

David Wayne Higgins, age 44, 2004 Fair Run Road, Newport, for disorderly conduct by intoxication, a misdemeanor. Higgins was arrested in New Matamoras by Patrolman Babb of the New Matamoras Police Department and processed into the Washington County Jail on 17 Feb 11 at 1:25 am.

John Douglas Heddelson, age 46, 640 Rinard Mills Road, New Matamoras, for OVI and for failure to obey a traffic control device, both misdemeanors. Heddelson was arrested in New Matamoras by Patrolman Babb of the New Matamoras Police Department and processed into the Washington County Jail on 17 Feb 11 at 1:43 am.

Cecelia Skye Townsend, age 20, 694 Rock Run Road, Walker, WV, for OVI, underage consumption of alcohol, speeding, not wearing a seat belt, possession of drug paraphernalia and for two counts of possession of drugs, all misdemeanors. Townsend was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 17 Feb 11 at 4:06 am.

David Paul Cosgrove, age 50, 85 Oakwood Drive, McConnelsville, for two felony counts of forgery. Cosgrove was arrested in Beverly by Patrolman Freed of the Beverly Police Department and processed into the Washington County Jail on 17 Feb 11 at 7:30 am.

Melissa Ann Bassett, age 41, 301 Snearly Drive, Marietta, for violating the terms of her probation, a felony. Bassett was arrested at the office of Probation Officer Smith and processed into the Washington County Jail on 17 Feb 11 at 10:25 am.

Joseph Allen Boyle, age 23, 25869 Pump Station Road, Caldwell, for violating the terms of his probation, a felony. Boyle was arrested at the office of Probation Officer Gault and processed into the Washington County Jail on 17 Feb 11 at 12:19 pm.

Keith James Lowe, age 21, 1990 State Route 339, Belpre, for failure to comply with the order/signal of an officer, driving under a suspended license, speeding and failure to yield, all misdemeanors. Lowe was arrested on State Route 7 by Deputy Sheriff Smeeks and processed into the Washington County Jail on 17 Feb 11 at 4:12 pm.
