On 16 Feb 11 Deputy Sheriff Smeeks requested a summons for Rayvon Mayle, age 25, 810 1/2 Winton Avenue, Belpre, for possession of marijuana and possession of drug paraphernalia. During a search warrant at Mr. Mayle’s residence at the beginning of this month Deputies discovered digital scales with marijuana residue, a gas mask fashioned into a marijuana inhalation device and a jar containing marijuana. Waiving his Miranda Rights to answer questions, Mr. Mayle admitted the contraband belonged to him.

On 16 Feb 11 a witness reported two male subjects appeared to be stealing scrap items from Heiss Plumbing at 314 Third Street, Lowell. The witness obtained a license plate number, allowing Deputy Sheriff Mankins to identify the suspect as Charles S. Fox II, age 40, 1010 Third Street, Marietta. The owner of Heiss plumbing located some of the stolen property near the rear of the business and stated Mr. Fox removed property from the business without permission earlier that afternoon. An employee said he spoke to Mr. Fox that afternoon and Mr. Fox claimed he had permission from another employee to remove the property. Questioned about the incident, Mr. Fox confirmed that he lied about receiving permission to take the items. Consequently, Deputy Mankins arrested Mr. Fox for theft and transported him to the Washington County Jail. The second alleged suspect was cooperative and was not charged due to the fact that he believed Mr. Fox was granted permission to take the items. The stolen property was later recovered from behind Mr. Fox’s residence.
