Archive of 11-13-10

On 13 Nov 10 Deputy Sheriff Lockhart responded to reports of people screaming and possible gunshots at 1244 Drag Strip Road, Belpre. At the scene Deputy Lockhart observed a large bonfire and empty beer cans strewn across the ground. Nearby, after being spotted with Deputy Lockhart’s flashlight, an unknown suspect leapt from a porch and ran into a wooded area. A brief foot chase ensued and ended when Deputy Lockhart tackled the suspect to the ground. While on the ground the suspect, who identified himself as Ruben D. Plasencia, age 20, 1210 Drag Strip Road, Belpre, stated “that was dumb, I should have never ran.” Furthermore, Mr. Plasencia said he ran because he was intoxicated and was under twenty-one years old. Consequently, Deputy Lockhart arrested Mr. Plasencia for underage consumption of alcohol and transported him to the Washington County Jail.

On 13 Nov 10 Tonya Hays, age 29, 60 Wittekind Road, Marietta, reported she was knocked to the floor after being struck in the back of the head by her husband Kennard, age 30. Mrs. Hays stated her heavily intoxicated husband shouted profanities and chased her around their bedroom but she escaped when he fell over the bed. Avoiding serious injury, Mrs. Hays said she feared for her safety because of the amount of alcohol her husband drank and because he is a large man. Roused by Deputy Sheriff Lockhart from his drunken slumber, Mr. Hays heavily slurred his speech, had difficulty standing a fell onto the bed several times. Despite his claims that he didn’t do anything, Mr. Hays was arrested for domestic violence and transported to the Washington County Jail.

The following individuals were processed into the Washington County Jail:

Robert Edward Baker, age 42, 509 Fifth Street Apt. 2, Beverly, for domestic violence, a misdemeanor. Baker was arrested at his residence by Deputy Sheriff Reeder and processed into the Washington County Jail on 13 Nov 10 at 12:58 am.

Ryan Graham Matheny, age 24, 233 Hillcrest Drive Apt. D, Marietta, for disorderly conduct by intoxication, a misdemeanor. Matheny was arrested on Greene Street in Marietta by Patrolman Chapman of the Marietta City Police Department and processed into the Washington County Jail on 13 Nov 10 at 2:30 am.

Kennard Jackson Hays, age 30, 60 Wittekind Road, Marietta, for domestic violence, a misdemeanor. Hays was arrested at his residence by Deputy Sheriff Lockhart and processed into the Washington County Jail on 13 Nov 10 at 2:50 am.

Ruben David Plasencia, age 20, 1210 Drag Strip Road, Belpre, for underage consumption of alcohol, a misdemeanor. Plasencia was arrested in Belpre by Deputy Sheriff Lockhart and processed into the Washington County Jail on 13 Nov 10 at 11:28 pm.
