On 1 Oct 10 Deputy Sheriff Rhodes arrested Terry S. Sturgeon, age 35, 534 Fifth Street, Parkersburg, for disorderly conduct by intoxication. Claiming he was a passenger in a vehicle being driven by an intoxicated person, Mr. Sturgeon requested a ride to his residence. Mr. Sturgeon, who had an odor of alcohol, refused to answer questions and repeatedly asked for a ride home. In fact, at one point Mr. Sturgeon became confrontational and stated to Deputy Rhodes that he was “to protect and serve the community and he needed a ride home.” When transported to the Washington County Jail Mr. Sturgeon tested .167 BAC.

On 1 Oct 10 James Ash, age 52, 5424 Caywood Road, Marietta, reported he requested a protection order against his former neighbor, Billy A. Babcock, age 34, 100 W. Spring Street, Marietta, and the order was served on Mr. Babcock the previous day. After being served with the protection order Mr. Babcock phoned Mr. Ash and threatened him because he obtained the order and subsequently had a female phone Mr. Ash while he shouted at him in the background. Arrested for violating the terms of a protection order, Mr. Babcock was also charged with possession of marijuana after Corrections Officer discover a bag of marijuana in his pocket during the booking process (805).

On 1 Oct 10 James R. Wilcoxen, age 72, 1520 Congress Road, Belpre, reported sometime during the past five days an unknown suspect(s) entered his home and stole approximately $60 in quarters, a muzzleloader, a rifle and two shotguns. This case remains under investigation (1293).

On 1 Oct 10 around 2 pm the owner of Hocking Tire Center, 166 Tower Road, Little Hocking, reported there was a vehicle parked in the business’ driveway with an intoxicated male passed out behind the steering wheel. At the scene, Lt. Gherke and Deputy Sheriff Smeeks woke the slumbering suspect, who they identified as Michael W. Brownrigg, age 41, 19509 State Route 339, Waterford. Mr. Brownrigg stated he consumed twelve beers but had not had any since 9 am. Arrested for being in physical control of a vehicle while under the influence of alcohol, Mr. Brownrigg tested .264 BAC at the Washington County Jail.

On 1 Oct 10 an employee of Polar Service Center, 30760 State Route 7, Marietta, reported he observed the driver of a Dodge truck back a trailer into the front passenger side fender of a Toyota Tacoma owned by Charles A. Poling, 366 Valley View Road, Saint Marys. The witness said the driver then departed the scene without exchanging information with Mr. Poling. Mr. Poling’s vehicle sustained light, functional damage (1104).

The following individuals were processed into the Washington County Jail:

Harry Burgett Swisher, age 62, 845 County House Lane, Marietta, for disorderly conduct, a misdemeanor. Swisher was arrested at 805 Jefferson Street by Patrolman McCracken of the Marietta City Police Department and processed into the Washington County Jail on 1 Oct 10 at 12:20 am.

Terry Shane Sturgeon, age 35, 534 Fifth Street, Parkersburg, for disorderly conduct by intoxication, a misdemeanor. Sturgeon was arrested in Little Hocking by Deputy Sheriff Holbert and processed into the Washington County Jail on 1 Oct 10 at 1:35 am.

William J. Dennison III, age 28, 52 Saint Andrews Boulevard, Belpre, for driving under a suspended license, a misdemeanor. Dennison was arrested at Speedway on Second Street by Patrolman Wright of the Marietta City Police Department and processed into the Washington County Jail on 1 Oct 10 at 6:45 am.

Victor Bertram Loscar, age 23, 408 Neal Street, Parkersburg, for two felony counts of failure to comply with the order/signal of an officer and for a misdemeanor charge of abusing harmful intoxicants. Loscar was picked up at the North Central Regional Jail by Deputy Sheriff Tornes and processed into the Washington County Jail on 1 Oct 10 at 11:45 am.

Chad Michael Colon, age 27, 13502 Wainstead Avenue, Cleveland, for driving under a suspended license and for following too closely, both misdemeanors. Colon was arrested in New Philadelphia, OH by the Ohio State Highway Patrol and processed into the Washington County Jail on 1 Oct 10 at 2:30 pm.

Michael Wayne Brownrigg, age 41, 19509 State Route 339, Waterford, for .08 breath OVI, a misdemeanor. Brownrigg was arrested near Little Hocking Tire by Deputy Sheriff Smeeks and processed into the Washington County Jail on 1 Oct 10 at 4:05 pm.

Billy Allen Babcock, age 34, 470 Cornerville Road, Marietta, for violating the terms of a protection order and for possession of drugs, both misdemeanors. Babcock was arrested on Caywood Road by Lt. Gherke of the Washington County Sheriff’s Office and processed into the Washington County Jail on 1 Oct 10 at 5:35 pm.

William Michael Burns, age 28, 400 Connie Court Apt. A. Fairfield, OH, for domestic violence, a misdemeanor. Burns was arrested on Front Street by Patrolman Nedeff of the Marietta City Police Department and processed into the Washington County Jail on 1 Oct 10 at 10:15 pm.
