On 5 Jun 10 Deputy Sheriff Deem issued a citation to Jamaal A. Stokes, age 19, 1215 30th Street, Parkersburg, for operating a vehicle without a license and for failing to obey a traffic control device. Deputy Deem stopped Mr. Stokes after he failed to stop at a flashing red light at the intersection of Third and Greene streets in Marietta.

On 5 Jun 10 Deputy Sheriff Deem arrested Ronald E. Frye, age 36, 1327 21st Street, Vienna, for OVI, for operating a vehicle without a license, for failure to obey a traffic control device and for not using headlights. Stopped for not turning on his vehicle’s headlights and for not stopping at a stop sign at the intersection of School House Road and US 50, Mr. Frye had a strong odor of alcohol and was unable to keep his balance when he exited his vehicle. Mr. Frye, who admitted he consumed both alcohol and Vicodin, was unable to follow Deputy Deem’s instructions and could not complete field sobriety tests. When transported to the Washington County Jail Mr. Deem refused to submit to a BAC test.

On 5 Jun 10 Detective Travaglio issued a citation to Keith D. Barr, age 44, 1889 Northwood Drive NE, Lancaster, OH, for not wearing a seat belt. Detective Travaglio stopped Mr. Barr for weaving in and out of his lane of travel on State Route 60 near milepost twelve in Adams Township.

On 5 Jun 10 Anthony T. Hill, age 21, 1154 Patten Mills Road, Cutler, reported he just pulled in the parking lot of the Bartlett Corner Store to purchase a loaf of bread for his mother when Sheldon D. Hill, age 27, 9150 State Route 550, Vincent, began yelling at him and accosted him. Anthony stated Sheldon attempted to punch him through his open window, then opened his car door and punched him in the head several times. The attack ended when Sheldon retreated and stated that Anthony should meet him down the road to finish the fight. Anthony agreed, however, a clerk at the store intervened and took Anthony’s keys as Sheldon drove away. Confirming Anthony’s account with witnesses, Deputy Sheriff Simmons requested a warrant for Sheldon Hill for assault.

On 5 Jun 10 Sgt. Norman arrested Bryar D. Gill, age 25, 977 Gilman Avenue, Marietta, for possession of drugs and possession of drug paraphernalia. Stopping Ms. Gill for not displaying a front license plate at the intersection of State Route 339 and Sweet Apple Road, Sgt. Norman noticed Ms. Gill appeared extremely nervous. During a consensual search of the vehicle, Sgt. Norman subsequently located a bag of marijuana and a glass jar containing marijuana.

On 5 Jun 10 Detective Travaglio arrested Mark S. Hendrix, age 54, PO Box 434, New Matamoras, for disorderly conduct by intoxication. A US Forest Service officer encountered Mr. Hendrix sleeping in the driver’s seat of a vehicle in a handicapped parking stall at Leith Run and was concerned that Mr. Hendrix may attempt to drive while intoxicated. Detective Travaglio detected a strong odor of alcohol about Mr. Hendrix and noticed that he was wearing his shoes on the feet. For his safety and for that of the public, Hendrix was transported to the Washington County Jail. A BAC test administered at the scene by the Forest Service officer registered a .20 alcohol level for Mr. Hendrix.

On 5 Jun 10 a passerby reported an individual in the vicinity of State Route 7 and State Route 550 was reportedly contemplating darting in front of a vehicle or possibly jumping from an overpass near the intersection. When Deputy Sheriff Rhodes arrived at the scene, the driver of a vehicle stopped and Gary L. Jackson Jr., age 28, 300 Phillips Street, Marietta, exited the passenger side. The driver stated he observed Mr. Jackson on the guardrail of the overpass and was able to coax him off the guardrail and into his vehicle. Arrested for disorderly conduct by intoxication, Mr. Jackson tested .217 BAC at the Washington County Jail.

SUSPECT ARRESTED AFTER PURSUIT INTO ATHENS COUNTY

At 1300 hours on 5 JUN 2010 Deputies from the Washington County Sheriff’s Office responded to a call initiated by Teresa M. Rhoades, age 39, 798 Mayle Ridge Road, Cutler in reference to a violent domestic situation. Teresa Rhoades stated she has been living with her boyfriend Matthew Dowler, age 46 at this address. The victim stated they both had consumed significant amounts of alcohol and after leaving Matthew’s mother’s residence in Coolville, Matthew was verbally abusive towards her, called her names and made derogatory remarks about her alleged relationship with another man.

The victim was grabbed by the hair, dragged into the living room of her house where she was choked, suffocated with a pillow and struck repeatedly in the back, chest, head and side. The victim stated she tried to protect herself and finally just gave up and took the blows. The suspect then placed the victim in his vehicle and kept her on the floor while he made a trip to a nearby store.

Deputies investigating the incident observed Dowler in his vehicle on Mayle Ridge Road. Dowler refused to stop and was pursued into Athens County for approximately three miles where he was involved in a vehicle accident. Dowler was arrested for OVI, fleeing and eluding a police officer, felony domestic violence and abduction.

Dowler is incarcerated in the Washington County Jail without bond pending an appearance in Marietta Municipal Court. Rhoades was treated at Marietta Memorial Hospital and taken to EVE, a domestic violence shelter.

The following individuals were processed into the Washington County Jail:

Brittany Nicole Smith, age 22, 8752 Mine Road, Athens, for domestic violence, a misdemeanor. Smith was arrested on Washington Boulevard by Patrolman Kirby of the Belpre City Police Department and processed into the Washington County Jail on 4 Jun 10 at 10:54 pm.

Michael Lee Grimes, age 27, 221 Greene Street Apt. C, Marietta, for assault, a misdemeanor. Grimes was arrested on Greene Street by Patrolman McCracken of the Marietta City Police Department and processed into the Washington County Jail on 5 Jun 10 at 1:18 am.

Gary Lee Jackson Jr., age 28, 300 Phillips Street, Marietta, for disorderly conduct by intoxication, a misdemeanor. Jackson was arrested on State Route 550 by Deputy Sheriff Rhodes and processed into the Washington County Jail on 5 Jun 10 at 1:45 am.

Ari Elizabeth Turner, age 22, 3850 Central Avenue Apt. 16, Parkersburg, for failure to appear, a felony. Turner turned herself in to Corrections Officer and was processed into the Washington County Jail on 5 Jun 10 at 12:40 pm.

Isaac Isaiah Hildreth, age 27, 54 Prospect Drive, Cottageville, WV, for theft, a misdemeanor. Hildreth was arrested on Pike Street by Patrolman Wenzel of the Marietta City Police Department and processed into the Washington County Jail on 5 Jun 10 at 5:34 pm.

Matthew William Dowler, age 46, 798 Mayle Ridge Road, Cutler, for felony charges of domestic violence and abduction and for misdemeanor charges of OVI, failure to comply with the order/signal of an officer and violating the terms of his probation. Dowler was arrested in Athens County by Deputy Sheriff Anderson and processed into the Washington County Jail on 5 Jun 10 at 6:08 pm.

Bryar Dawn Gill, age 25, 977 Gilman Avenue, Marietta, for possession of drugs and possession of drug paraphernalia, both misdemeanors. Gill was arrested on Sweet Apple Road by Sgt. Norman of the Washington County Sheriff’s Office and processed into the Washington County Jail on 5 Jun 10 at 9:33 pm.

Ronald Edward Frye, age 36, 1327 21st Street, Vienna, for OVI, for operating a vehicle without a license, for failure to obey a traffic control device and for not using headlights, all misdemeanors. Frye was arrested on US 50 in Little Hocking by Deputy Sheriff Deem and processed into the Washington County Jail on 5 Jun 10 at 11:21 pm.
