On 19 Mar 10 Detective Travaglio issued a
citation to Jonathan D. Eaton, 29750 Murphy Road, Coolville,
for not using a turn signal. Detective Travaglio stopped Mr.
Eaton on US 50 near State Route 339 in Belpre Township.
On 19 Mar 10 Detective Staats issued a citation
to James Fischer, age 18, 72 Franklin Street, Little Hocking,
for operating a vehicle without a license and for operating
a vehicle with fictitious registration. Detective Staats stopped
Mr. Fischer on US 50 near State Route 555 in Belpre Township.
On 19 Mar 10 Sgt. Hornbeck issued a citation
to Trisha L. Rippeto, age 30, 50 Suzanne Street, Little Hocking,
for operating a vehicle without a front license plate. Sgt.
Hornbeck stopped Ms. Rippeto on US 50 near Drag Strip Road
in Belpre Township.
On 19 Mar 10 Sgt. Hornbeck issued a citation
to Stephanie L. Pahl, age 37, 1201 Wyatt Lane, Belpre, for
operating a vehicle without a front license plate. Sgt. Hornbeck
stopped Ms. Pahl on US 50 near Braun Road in Belpre Township.
On 19 Mar 10 Sgt. Hornbeck issued a citation
to Kearby R. Lee, age 56, 35407 State Route 7, Sardis, for
operating a vehicle without a front license plate. Sgt. Hornbeck
stopped Mr. Lee on US 50 near Farson Street in the city of
Belpre.
On 19 Mar 10 Deputy Sheriff Smeeks arrested
Billy Joe Dowler II, age 29, 2628 Hugh Street, Parkersburg,
for a felony charge of possession of methadone and a misdemeanor
charge of possession of Xanax. As Deputy Smeeks conducted a
traffic stop on Mr. Dowler’s vehicle on State Route 7,
he observed Mr. Dowler watching him in the mirror and noticed
he was attempting to hide an object under his seat. Assisting
in a search of the vehicle after Deputy Smeeks’ canine
indicated the presence of drugs; Sgt. Thorpe then discovered
a pill bottle containing fifty-one Xanax pills for which Mr.
Dowler said he had no prescription. A subsequent pat down of
Mr. Dowler yielded a small plastic container that Deputy Smeeks
identified as methadone.
SEX OFFENDER ARRESTED FOR VOYEURISM, OTHER
CHARGES
A Tier 3 sex offender was arrested by Detective Parks early
yesterday evening and charged with misdemeanor offenses of
voyeurism, assault and criminal trespassing. The arrest follows
a report from an employee at the Washington County Courthouse
that she observed an unknown male peering over the stall divider
as she used the restroom. Noticing he was caught, the suspect,
later identified as Ryan A. Davis, age 27, 845 County House
Lane, Marietta, attempted to flee and was confronted by two
female courthouse employees. Davis shoved one of the women,
who fell to the floor and suffered minor injuries to her back
and elbows, and left the courthouse.
Identifying Davis as a suspect, Detective Parks located Davis
at his residence and transported him to the Sheriff’s
Office for an interview. Though he initially denied any involvement
in the incident, Davis later admitted he entered the courthouse
intending to pleasure himself as he watched a woman in the
restroom. Davis also admitted shoving one of the courthouse
employees and stated he also changed his clothes before he
fled in order to avoid detection by law enforcement. Arrested
on the aforementioned charges, Davis had his bond set at $1,750
and is currently incarcerated at the Washington County Jail.
His initial court appearance is scheduled for 1 pm this afternoon.
Davis was involved in a similar voyeuristic incident at the
courthouse in 2004 and was also charged with gross sexual imposition,
criminal child enticement, impersonating a peace officer, arson
and criminal mischief. He was sentenced on those charges to
five years in prison.
The following
individuals were processed into the Washington County Jail:
Jeremy Randall Adkins, age 35, 120 Wells Avenue,
Marietta, for violating the terms of his probation, a misdemeanor.
Adkins was arrested at the office of Probation Officer Brockmeier
and processed into the Washington County Jail on 19 Mar 10
at 2:25 pm.
Coree Gene Johnson, age 18, 4746 Federal Road, Coolville,
for violating the terms of his probation, a misdemeanor. Johnson
was arrested at his residence by Juvenile Probation Officer
Hinkle and processed into the Washington County Jail on 19
Mar 10 at 3:57 pm.
Billy Joe Dowler II, age 29, 2628 Hugh Street, Parkersburg,
for a felony and a misdemeanor charge of possession of drugs.
Dowler was arrested near the intersection of State Route 7
and State Route 124 by Deputy Sheriff Smeeks and processed
into the Washington County Jail on 19 Mar 10 at 7:55 pm.
