On 2 Mar 10 Deputy Sheriff Smeeks issued a
minor misdemeanor citation to Michael L. Terrell, age 50, 506
Maple Street, Parkersburg, for possession of marijuana. Mr.
Terrell failed to yield to oncoming traffic when he turned
from Joe Skinner Road onto State Route 7 and caused Deputy
Smeeks to brake abruptly to avoid a collision. Questioned after
Deputy Smeeks’ canine indicated the presence of drugs
in the vehicle, Mr. Terrell produced a marijuana joint he had
concealed in a cigarette pack.
On 2 Mar 10 Ashley McNabb, age 26, 3565 Righteous
Ridge Road, Waterford, reported she was involved in an argument
with her live-in boyfriend and left the residence to avoid
further problems. Ms. McNabb said no threat or physical violence
occurred, facts which her boyfriend confirmed. Separating the
two parties for the evening, Lt. Stackpole closed this case
as unfounded (208).
On 2 Mar 10 the Warren Township Fire Department
transported a thirty-eight year old Fleming resident to Selby
Hospital for treatment to a possible overdose on the prescription
medication, Klonipin. The victim was reportedly depressed but
walked to the waiting ambulance. She is expected to fully recover
and was admitted for overnight observation (594).
TIER 3 SEX OFFENDER ARRESTED FOR FELONY SEX
OFFENSES
Kenneth E. Goff, a Tier 3 sex offender, was arrested this
afternoon and charged with two third degree felony counts of
gross sexual imposition. Ohio’s Tier 3 sexual offenders
are convicted of the most serious sexual-related offenses,
must register every ninety days and have been determined to
be the most likely to re-offend.
Goff, age 48, West Road & State Route 550, Vincent, was
arrested after his former girlfriend reported that he inappropriately
touched her twelve year old daughter on several occasions during
the month of February. The victim disclosed that Goff touched
her in her private areas underneath her clothes and that he
also had her touch him while he stayed at their residence for
the past month. Interviewed today by Detective Parks, Goff
admitted touching the girl under her clothing and commented
that he has a problem and gets sexual gratification from touching
female children. Goff further stated that he touched the victim
on several different occasions throughout the month of February.
Currently incarcerated without bond in the Washington County
Jail, Goff is scheduled to appear in Marietta Municipal Court
at 1 pm on 3 Mar 10.

were processed into the Washington County Jail:
Christine Louise Emerick, age 43, 105 Gilman
Street Lot 12, Marietta, for trafficking in drugs, a felony.
Emerick turned herself in to Corrections Officer Brockmeier
and was processed into the Washington County Jail on 2 Mar
10 at 9:15 am.
Jennifer May Santee, age 47, 223 Greene Street Apt. 3, Marietta,
for trafficking in drugs, a felony. Santee turned herself in
to Corrections Officer Brockmeier and was processed into the
Washington County Jail on 2 Mar 10 at 11:00 am.
Shannon Michelle Lake, age 26, 12 Fifth Street, Belpre, for
driving under a suspended license, a misdemeanor. Lake was
arrested on Main Street by Patrolman Hunter of the Belpre City
Police Department and processed into the Washington County
Jail on 2 Mar 10 at 3:20 pm.
Kenneth Eugene Goff, age 48, West Road & State Route 550,
Belpre, for two felony counts of gross sexual imposition. Goff
was arrested at his residence by Detective Parks of the Washington
County Sheriff’s Office and processed into the Washington
County Jail on 2 Mar 10 at 4:00 pm.
