On 9 Jan 10 Deputy Sheriff Smeeks requested a summons for Keith Marcum, age 19, 924 Lancaster Street, Marietta, for possession of marijuana. Smelling an odor of burnt marijuana in the vehicle stopped for a traffic violation on Glendale Road, Deputy Smeeks asked if any of the passengers in the vehicle were in possession of any contraband. At that point Mr. Marcum, who was a passenger in the vehicle and who appeared to be under the influence of marijuana, produced a bag of marijuana. In addition, Deputy Smeeks requested a summons for a seventeen year old Marietta resident to appear in Juvenile Court on a charge of delinquency by possession of marijuana. The juvenile also appeared to be under the influence of marijuana and was found in possession of a plastic cigar container with a marijuana blunt inside it.

The following individual wAS processed into the Washington County Jail:

Thomas Eugene Kelly, age 29, 731 Sycamore Street Apt. 200F, Belpre, for domestic violence, a misdemeanor. Kelly was arrested at his residence by Patrolman Hunter of the Belpre City Police Department and processed into the Washington County Jail on 9 Jan 10 at 8:47 am.
