DRUG TRAFFICKING ARRESTS

Following controlled purchases of narcotics on successive days at the end of November, Task Force Agents yesterday arrested Hill Franklin Smith, age 43, 1483 Dutton Hill Road, Macksburg, and his girlfriend Shandi R. Fisk, age 27, 41127 Marietta Road, Caldwell, for trafficking in drugs. Described as one of the top dealers in prescription drugs in Washington County, Smith has eluded law enforcement for some time. Smith’s arrest is subsequent to an informant’s purchase of thirteen 40 mg Oxycontin pills at his residence on 24 Nov 09.
