RAPE SUSPECT ARRESTED
A forty-five year old Belpre resident spent the night in the
Washington County Jail after being arrested around 6 pm last
night for rape. Richard E. Hagar, 603 Main Street, Belpre,
is accused of forcibly engaging in sex with a fifty-two year
old Marietta resident. The victim, who walks with a walker
and who is somewhat mentally impaired, reported Mr. Hagar drove
her in his truck to two stores in Marietta the evening of 20
Dec and then detoured to a dead end road in the vicinity of
Moore’s Junction off State Route 7. It was at that location
where the victim stated Mr. Hagar forcibly raped her and threatened
her with bodily harm if she reported the incident.
Though he initially denied sexually assaulting the victim,
Mr. Hagar admitted during an interview that he engaged in non-consensual
sexual conduct with the victim after being told no more than
once. Mr. Hagar’s confession was further corroborated
with items provided to Deputies by the victim as well as other
specific comments made by the suspect. Hagar remains incarcerated
without bond and is scheduled to appear in Marietta Municipal
Court at 1 pm this afternoon.
The following individuals
were processed into the Washington County Jail:
Shandi Renee Fisk, age 27, 41127 Marietta
Road, Caldwell, for trafficking in drugs, a felony. Fisk was
arrested on Captain B. Seely Drive in Marietta by Detective
Smithberger of the Washington County Sheriff’s Office
and processed into the Washington County Jail on 22 Dec 09
at 1:15 pm.
Hill Franklin Smith, age 43, 1483 Dutton Hill Road, Macksburg,
for trafficking in drugs, a felony. Smith was arrested on Captain
B. Seely Drive in Marietta by Detective Smithberger of the
Washington County Sheriff’s Office and processed into
the Washington County Jail on 22 Dec 09 at 1:49 pm.
Stacy Ray Robinson, age 22, 4150 Sugar Run Road, Marietta,
for a felony charge of aggravated burglary and for misdemeanor
charges of domestic violence and failure to appear at a court
ordered hearing on unpaid fines. Robinson was arrested at his
residence by Sgt. Thorpe of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 22
Dec 09 at 3:26 pm.
Gregory Curtis Ammell II, age 20, 745 ½ Glendale Road,
Marietta, for underage consumption of alcohol, a misdemeanor.
Ammell was arrested on Wooster Street by Patrolman Nedeff of
the Marietta City Police Department and processed into the
Washington County Jail on 22 Dec 09 at 9:22 pm.
