On 1 Dec 09 Deputy Sheriff Carr requested
a warrant for Randy J. Scott Jr., age 41, 20 Maple Street,
Newport, for violating the terms of a protection order. The
previous afternoon Deputy Carr responded to the former residence
of Tonya Allison, age 41, at 10 Maple Street, Newport, where
Mr. Scott was causing a commotion. Ms. Allison was in the process
of moving items from the home to her new residence at 5167
Main Street, Jerusalem, OH, when Mr. Scott, her ex-boyfriend,
appeared. An active protection order Ms. Allison has against
Mr. Scott grants her possession of the residence and forbids
Mr. Scott from contacting or communicating with her.
On 1 Dec 09 the payroll clerk at C&C Dodge,
1305 Pike Street, Marietta, reported an employee’s paycheck
was stolen, forged and cashed. The clerk said she believed
the check was lost but later determined the check was cashed
at Peoples Bank in Reno on 6 Nov 09. Viewing security footage
from the bank, the suspect cashing the check was identified
as another employee of C&C Dodge, Douglas P. Couch, age
51, 275 Doolin Drive, Williamstown. When interviewed by Deputy
Sheriff Mankins, Mr. Couch stated he inadvertently received
the check in an envelope along with his own paycheck. Mr. Couch
admitted he forged a signature on the check for $922.21 and
cashed it at the same time he cashed his own payroll check.
In consequence, Deputy Mankins arrested Mr. Couch for theft
and forgery and transported him to the Washington County Jail.
The following individuals
were processed into the Washington County Jail:
Mark James Hinton, age 29, 109 Elm Street,
Belpre, for domestic violence, a misdemeanor. Hinton turned
himself in to Patrolman Stump at the Belpre City Police Department
and was processed into the Washington County Jail on 1 Dec
09 at 8:14 am.
Douglas Paul Couch, age 51, 275 Doolin Drive,
Williamstown, for theft and forgery, both felonies. Couch was
arrested at C&C Dodge by Deputy Sheriff Mankins and processed
into the Washington County Jail on 1 Dec 09 at 7:05 pm.
Phillip Dale West Jr., age 22, 1046 Market Street, Zanesville,
for failure to appear, a felony. West turned himself in to
Patrolman Thomas at the Marietta City Police Department and
was processed into the Washington County Jail on 1 Dec 09 at
11:45 pm.
