On 9 Nov 09 a thirty-six year old Little Hocking
resident reported her teenage daughter left their residence
without permission following an argument. Informed the juvenile
was located nearby, the girl’s mother declined to pursue
charges in the matter (208, 500, 707).
On 9 Nov 09 Mistey Deeter, age 34, 175 Watson
Lane, Belpre, reported she and her boyfriend departed their
residence at noon and when they returned at 7:30 pm they discovered
a new mobile phone and prescription bottles of Oxycodone and
hydrocodone were missing. This case remains under investigation
(208).
On 9 Nov 09 a sixteen year old Lower Salem
resident reported an unknown male repeatedly called her mobile
phone throughout the day and stated on several occasions that
he would kill her and her family. This case remains under investigation
(594).
On 9 Nov 09 residents at 250 Ferncliff Drive
in Marietta reported a guest at their home was intoxicated
and being disruptive. Upon arrival, Deputy Sheriff Reeder noticed
Krystal D. Gibbs, age 33, 1200 Muskingum River Road, Marietta,
appeared unsteady on her feet and that she slurred her speech.
Deputy Reeder escorted Ms. Gibbs from the residence and attempted
to arrange a ride for Ms. Gibbs with one of her friends. As
Deputy Reeder placed phone calls, Ms. Gibbs repeatedly attempted
to re-enter the home despite Deputy Reeder’s orders not
to do so. Therefore, Deputy Reeder arrested Ms. Gibbs for disorderly
conduct and transported her to the Washington County Jail.
SEARCH WARRANTS CONCERNING FALSE BILLINGS
OF LIGHT BULBS EXECUTED
In conjunction with the Meigs County Sheriff’s Office
and the Ohio Bureau of Criminal Investigation and Identification,
the Washington County Sheriff’s Office and the Major
Crimes Task Force executed search warrants at properties owned
by Samuel Seckman at 49270 Bissell Road, Long Bottom, OH, and
42177 State Route 7, Tuppers Plains, OH.
The search warrants are part of an investigation into allegations
that Seckman, under the guise of his company called Universal
Products, sold the Washington County Courthouse $40,000 worth
of light bulbs, a majority of which were never delivered. In
the affidavit requesting the search warrant in Meigs County
Common Pleas Court, Detective Scott Parks alleges that former
maintenance supervisor Chuck Moody bragged about receiving
kickbacks from “Sam, that light bulb guy,” and
of 143 cases light bulbs ordered, only thirty-eight were delivered.
Officers hope to recover from Seckman’s properties any
records of Seckman operating a business; any orders, billing
records and invoices, records of transactions; personal/commercial
bank records associated with Seckman.
Further information pertaining to this case will be released
at a later date, as this investigation is ongoing.

individuals were processed into the Washington County Jail:
Joshua Allen Martin, age 22, 681 State Route
21, arietta, for direct contempt, a misdemeanor. Martin was
arrested in Marietta Municipal Court by Patrolman Gragan of
the Marietta City Police Department and processed into the
Washington County Jail on 9 Nov 09 at 10:45 am.
Sarah Mae Sturm, age 52, 314 Nutter Avenue, Belpre, for theft
and falsification, both misdemeanors. Sturm turned herself
in to Lt. Gherke at the Washington County Sheriff’s Office
and was processed into the Washington County Jail on 9 Nov
09 at 12:10 pm.
Ashley Nicole Neader, age 19, 276 Ridgewood Drive Apt. H,
Marietta, for domestic violence, a misdemeanor. Neader was
arrested at her residence by Patrolman Hively of the Marietta
City Police Department and processed into the Washington County
Jail on 9 Nov 09 at 12:43 pm.
Jeffrey Massey, age 38, 603 Whitely Street, Bridgeport, OH,
for two misdemeanor counts of failure to appear. Massey was
picked up in Belmont County by Deputy Sheriff Malone and processed
into the Washington County Jail on 9 Nov 09 at 1:04 pm.
Jeremy Russell Sanford, age 31, 817 Front Street, Marietta,
for nonsupport of dependants, a felony. Sanford turned himself
in to Lt. Gherke at the Washington County Sheriff’s Office
and was processed into the Washington County Jail on 9 Nov
09 at 3:10 pm.

for disorderly conduct, a misdemeanor. Gibbs was arrested on
Ferncliff Drive by Deputy Sheriff Reeder and processed into
the Washington County Jail on 9 Nov 09 at 10:00 pm.
