On 18 Sep 09 Deputy Sheriff Hornbeck requested
a warrant for Thomas E. Donahue Jr., age 26, 685 Stiers Road,
Waterford, for the unauthorized use of a motor vehicle. Mr.
Donahue, who was permitted to use his mother’s vehicle
in the past, allegedly took the car to run errands on 15 Sep
09 and had yet to return.
On 18 Sep 09 Lt. Stackpole issued a citation
to Andrew Miller, 171 Harvest Run Road, Marietta, for operating
a vehicle with a registration that expired in January 2007.
Lt. Stackpole stopped Mr. Miller at the intersection of Pike
and Seventh streets in Marietta.
On 18 Sep 09 Connie Arnold, age 65, 685 Long
Road, Marietta, reported over the past several months she noticed
several things have gone missing from a barn on her property.
The missing items include a large cast iron dinner bell, a
.22 caliber pistol and a radar detector. This case remains
under investigation (1090).
On 18 Sep 09 Amy Carver, age 32, 124 Buells
Circle, Marietta, reported being involved in a disagreement
with her husband. Even though she said her husband shoved her,
Ms. Carver stated she was not in fear for her safety during
the incident and that the argument was a misunderstanding.
Therefore Deputy Sheriff Reeder closed this case as unfounded.
On 18 Sep 09 Detective Rhodes arrested Derek
D. Rockhold, age 20, 2200 Murray Street Apt. A, Belpre, for
OVI and for failure to comply with the order/signal of an officer.
Observing Mr. Rockhold traveling at a high rate of speed on
US 50 near Drag Strip Road, Detective Rhodes paced Mr. Rockhold’s
vehicle at over 100 mph during the pursuit. Mr. Rockhold refused
to stop his vehicle and passed several vehicles on double yellow
lines after turning onto State Route 555. Finally stopping
near the intersection of Cave Hill and School House roads,
Mr. Rockhold emanated an odor of alcohol and performed poorly
on field sobriety tests. When transported to the Washington
County Jail Mr. Rockhold tested .094 BAC.
SUSPECT ARRESTED FOR SEX CRIME OCCURRING IN
2000
On 8 Aug 09 the Washington County Sheriff’s Office received
a complaint of a possible sexual assault on a juvenile that
occurred in the summer of 2000. The female victim, who was
8 years old at the time, indicated that Paul Pittner, age 27,
1214 Farson Street, Belpre, licked her in her private area.
The victim said the incident took place at Pittner’s
residence at 1214 Farson Street during the summer of 2000,
at the time Pittner would have been 18 years old.
Utilizing investigative techniques, Detectives heard Mr. Pittner
admit to the victim that “evil” took over him and
that he could not explain why he did that to her. He further
noted he did not want to lose his child he now has and that
he had found God. Interviewed later by Detectives Smithberger
and Warden, Mr. Pittner acknowledged inappropriately touching
the victim. Though he was uncertain when these incidents took
place, he believes it must have been in the summer of 2000.
Pittner was subsequently arrested for a third degree felony
charge of gross sexual imposition and transported to the Washington
County Jail. He remains incarcerated without bond pending his
initial court appearance Monday afternoon.
DISORDERLY CONDUCT CALL RESULTS
IN THEFT ARRESTS
This morning Deputy Sheriff Hornbeck was dispatched
to the BP gas station at 102 Fifth Street, Beverly, in response
to a subject dumping gas onto the parking lot. Upon arrival
Deputy Hornbeck noticed Dustin Omspach, age 27, 186 Main Street
Lot 7, Lowell, sitting in his Chevy. Omspach appeared to be
under the influence of a controlled substance, with glassy
bloodshot eyes and slurred speech. Removed from the vehicle,
Mr. Omspach’s behavior immediately changed from lethargic
to angry and belligerent. Omspach began to loudly verbalize
his unhappiness with dealing with Deputies and repeatedly refused
to cease his disorderly behavior. As a result, Deputy Hornbeck
arrested Omspach for disorderly conduct and transported him
to the Washington County Jail.
Granted permission to search Mr. Omspach’s
vehicle, Deputies located items reported stolen from unlocked
vehicles parked on Fifth Street in Lowell. When questioned,
a passenger present in Omspach’s vehicle, Crystal Hoover,
age 27, 186 Main Street Lot 7, Lowell, confessed that she and
Mr. Omspach stole change and other items from several unlocked
vehicles in Lowell earlier in the morning. Consequently, Ms.
Hoover was arrested for theft and joined Mr. Omspach in jail.
Omspach was also charged with theft.
The Sheriff’s Office requests residents
lock their vehicles when not occupied.

were processed into the Washington County Jail:
Bradley Allan Morris, age 53, 2350 Waterford
Road, Marietta, for OVI and for driving outside the marked
lanes of travel, both misdemeanors. Morris was arrested on
Waterford Road by the Ohio State Highway Patrol and processed
into the Washington County Jail on 18 Sep 09 at 2:55 am.
Dustin Michael Omspach, age 27, 186 Main Street
Lot 7, Lowell, for disorderly conduct and for two counts of
theft, all misdemeanors. Omspach was arrested on State Route
60 in Beverly by Deputy Sheriff Hornbeck and processed into
the Washington County Jail on 18 Sep 09 at 9:46 am.
Crystal Dawn Hoover, age 27, 186 Main Street Lot 7, Lowell,
for two misdemeanor counts of theft. Hoover was arrested on
State Route 60 in Beverly by Deputy Sheriff Hornbeck and processed
into the Washington County Jail on 18 Sep 09 at 10:17 am.
Jeffrey Dean Parker, age 44, 3730 State Route 26, Marietta,
for violating the terms of his probation, a felony. Parker
was arrested at the office of Probation Officer Brockmeier
and processed into the Washington County Jail on 18 Sep 09
at 10:50 am.
Jennifer Lynne Jones, age 36, 1201 Poplar Street, Belpre,
for a felony charge of possession of drugs and for a misdemeanor
charge of violating the terms of his probation. Jones was arrested
in Belpre by Patrolman Stump of the Belpre City Police Department
and processed into the Washington County Jail on 18 Sep 09
at 12:30 pm.
Paul Daniel Pittner, age 27, 1214 Farson Street, Belpre, for
gross sexual imposition, a felony. Pittner was arrested at
his residence by Deputy Sheriff Hornbeck and processed into
the Washington County Jail on 18 Sep 09 at 2:59 pm.
Timothy Blaine Shuster, age 45, 7239 State Route 78 NE, McConnelsville,
for OVI and for failure to control, both misdemeanors. Shuster
was arrested in Beverly by Patrolman Hunter of the Beverly
Police Department and processed into the Washington County
Jail on 18 Sep 09 at 7:35 pm.
Lynn Keith Piatt, age 54, Route 2 Box 93, Salem, WV, a fugitive
from justice. Piatt was arrested on State Route 550 by Sgt.
Thorpe of the Washington County Sheriff’s Office and
processed into the Washington County Jail on 18 Sep 09 at 7:40
pm.
