On 8 Sep 09 Deputy Sheriff Travaglio issued
a citation to David M. Holmes, age 34, 228 Winter Street, Crooksville,

On 8 Sep 09 the L-A Fire Department transported
a thirty-eight year old Lowell resident to Marietta Memorial
for treatment following a suicide attempt. The woman’s

On 8 Sep 09 Deputy Sheriff Lockhart requested
warrants for Elizabeth Russell, age 21, 1515 Camp Hervida Road,
Waterford, for domestic violence, telephone harassment and
driving under a suspended license. Seated in the driver’s
seat of her vehicle while speaking to her live-in boyfriend
Destry S. Todd, age 19, in front of his residence on Layman
Road in Vincent, Ms. Russell became irate, revved her car engine
and attempted to strike Mr. Todd with her vehicle. Mr. Todd
was forced to jump on the hood of Ms. Russell’s vehicle
and held on for a quarter of a mile before Ms. Russell slowed
enough to jump off the hood. The phone harassment charge stems
from a report made by a sixty-five year old Vincent resident.
The victim alleged she asked Ms. Russell to cease phoning her
but that Ms. Russell phoned her several more times. In a separate
incident that occurred eighteen hours earlier at 1515 Camp
Hervida Road, Mr. Todd was arrested for domestic violence for
reportedly shoving Ms. Russell and holding her down on a bed.
Mr. Todd then allegedly attempted to frame Ms. Russell for
assault by cutting himself on the wrist.
On 8 Sep 09 Deputy Sheriffs Mankins and Travaglio
assisted a Dog Warden in executing a search warrant involving
emaciated, malnourished and diseased animals at 1815 Long Run
Road, Newport. Knocking on a door at the residence, which was
shielded by tall overgrown weeds and grass, the Deputies noticed
and elderly woman seated on a couch. Slowly moving and appearing
disoriented, the eighty year old woman waded to the front door
through up to an inch of cat urine and feces. The woman’s
clothing was filthy and she complained of lightheadedness and
sickness. While Deputy Mankins arranged for a squad to transport
the woman to the hospital, her son Steven R. Sharp, age 51,
appeared at the residence he shares with his mother. When questioned,
Mr. Sharp admitted he was his mother’s caretaker. As
a result, Deputy Mankins arrested Mr. Sharp for failing to
provide care for a functionally impaired person and transported
him to the Washington County Jail. Additional charges may be
forthcoming, as this case is still under investigation.
On 8 Sep 09 a twenty-seven year old Marietta

Mill Street, Caldwell, reported she was visiting her mother

Road, Macksburg, drove by the residence, honked the horn and
made obscene gestures. Ms. Stack stated she has a protection
order against Mr. Williams and that his actions cause her to
fear for her safety. Interviewed at the fairgrounds, Mr. Williams
denied honking his car horn or making any gestures toward Ms.
Stack, but admitted driving by the home Ms. Stack visited in
Macksburg. Therefore, Deputy Sheriff Carr arrested Mr. Williams
for violating the terms of a protection order transported him
to the Washington County Jail.
