On 9 Jul 09 Jason Vannoy,
age 34, 130 Killwell Run Road, Marietta, reported his neighbor
Billy A. Babcock, age 33, 165 Killwell Run Road, was intoxicated
and throwing beer bottles at his home and vehicles. Mr. Vannoy
said Mr. Babcock shouted obscenities and threatened to burn
his home and shoot his family. Attempts to interview Mr. Babcock
to obtain his account of the incident were unsuccessful. Therefore,
Deputy Sheriff Smithberger requested warrants for Mr. Babcock
for aggravated menacing, littering and disorderly conduct.
On 9 Jul 09 Justin Holland, age 27, 532 Eyermann
Road, Belpre, reported a friend allows him to store his Yamaha
ATV and a toolbox in a storage building at 9383 Veto Road,
Vincent. Mr. Holland said he showed the ATV to a potential
buyer on 7 Jul and when he returned to the storage building
two days later the ATV and several pipe wrenches were missing.
This case remains under investigation (610).
TRIO OF TRAFFICKERS TAKEN INTO
CUSTODY
In conclusion to an investigation into marijuana
trafficking, Detectives of the Washington County Sheriff’s
Office Narcotics Unit today executed a search warrant at 2203
Hill Street Apt. C, Belpre. The search of the residence resulted
in the seizure of 45.01 grams of marijuana, digital scales,
a box of sandwich bags, miscellaneous drug paraphernalia, and
$2,008.00 and the arrest of the apartment’s occupants,
Matthew T. Troup, age 18, Damien O. Brown, age 19, and Charles
T. Alexander, age 21.
Alexander, Brown and Troup independently admitted
traveling to Columbus to purchase a quarter pound of marijuana
for $400 and said they would later sell the drug to residents
of the mid-Ohio Valley. Specifically, Alexander stated he was
responsible for handling the proceeds from each drug transaction
and would use the funds to purchase marijuana in Columbus.
Furthermore, Alexander commented that the money recovered from
his residence, some of which was determined to be marked currency
from controlled buys, was, in fact proceeds from illegal drug
trafficking.
To transport the marijuana, Troup and Brown
both stated that Brown would drive a 2000 Cadillac sedan owned
by Troup because Brown was the only one of the three to possess
a valid driver’s license. Further questioning revealed
the trio would conceal the marijuana in the vehicle’s
trunk for shipment from Columbus to Washington County.
Incarcerated in the Washington County Jail
without bond, the suspects face fifth degree felony charges
of trafficking in marijuana. Their initial court appearance
is 1 pm Friday. Proceedings to forfeit the cash and Cadillac
as products of an illegal enterprise are anticipated.

for b reach of recognizance for failing to appear for arraignment
on 24 Apr 09.
Joseph A. Roush, age 45, 2217 Windy Ridge Road, Vincent, for
an act of domestic violence committed on 2 Jul 09.
The following
individuals were processed into the Washington County Jail:
Billy Allen Babcock, age 33, 470 Cornerville
Road, Marietta, for aggravated menacing, littering and disorderly
conduct, all misdemeanors. Babcock was arrested at his residence
by Deputy Sheriff Mankins and processed into the Washington
County Jail on 9 Jul 09 at 11:25 am.
Rhonda Deann Clark, age 32, 1685 Wynncrest Drive, Marietta,
for failure to appear and for two counts of theft, all misdemeanors.
Clark was arrested at 470 Cornerville Road by Deputy Sheriff
Anderson and processed into the Washington County Jail on 9
Jul 09 at 11:25 am.
John Richard Downs, age 32, 9500 Township Road 1099, Thornville,
OH, for driving under an FRA suspended license, for having
fictitious plates and for failure to appear, all misdemeanors.
Downs was arrested on Interstate 77 by the Ohio State Highway
Patrol and processed into the Washington County Jail on 9 Jul
09 at 12:25 pm.
Charles Theus Alexander, age 21, 2203 Hill Street Apt. C,
Belpre, for trafficking in drugs, a felony. Alexander was arrested
at his residence by Lt. Schuck of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 9 Jul
09 at 1:15 pm.
Damien O. Brown, age 19, 2203 Hill Street Apt. C, Belpre,
for trafficking in drugs, a felony. Brown was arrested at his
residence by Lt. Schuck of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 9 Jul
09 at 1:15 pm.
Matthew Thomas Troup, age 18, 33 Allen Street, Little Hocking,
for trafficking in drugs, a felony. Troup was arrested at 2203
Hill Street by Lt. Schuck of the Washington County Sheriff’s
Office and processed into the Washington County Jail on 9 Jul
09 at 1:15 pm.
David Craig Carver, age 24, 1054 Coal Run Road, Marietta,
for rape, a felony. Carver was picked up at the Belmont Correctional
Institution by Deputy Sheriff Underwood and processed into
the Washington County Jail on 9 Jul 09 at 2:20 pm.
Garret Paul Rich, age 22, 1225 Coal Run Road, Marietta, for
violating the terms of his probation, a misdemeanor. Rich was
arrested at the office of Probation Officer Brockmeier and
processed into the Washington County Jail on 9 Jul 09 at 5:00
pm.
Brian Lee Miller, age 44, 105 Franklin Street, Marietta, for
criminal trespassing and disorderly conduct, both misdemeanors.
Miller was arrested on Putnam Avenue by Patrolman Hickey of
the Marietta City Police Department and processed into the
Washington County Jail on 9 Jul 09 at 8:30 pm.
Roger Lee Yeager, age 43, 1236 Fifth Avenue, Huntington, WV,
for being a fugitive from justice, a felony. Yeager was arrested
on State Route 7 near Blue Knob Road by Lt. Wilson of the Washington
County Sheriff’s Office and processed into the Washington
County Jail on 9 Jul 09 at 9:40 pm.
James Robert Vaughn, age 30, 104 Becker Lane, Marietta, for
two misdemeanor counts of assault. Vaughn was arrested on Becker
Lane by Patrolman McCracken of the Marietta City Police Department
and processed into the Washington County Jail on 9 Jul 09 at
11:55 pm.
