On 28 May 09 a forty-eight year old Cutler
resident reported for the past two weeks unknown male callers
have been phoning her and leaving obscene and generally harassing
messages on her answering machine. This case remains under
investigation (592).
On 28 May 09 Detectives Hiatt, Smithberger
and Staats were attempting to serve an arrest warrant on a
subject at 122 Tennis Center Drive Apt. 38, Marietta, when
the subject’s brother, Bill Jacobs, age 47, became belligerent
and started shouting obscenities. Claiming he was being harassed,
Mr. Jacobs refused admit Detectives into his residence to search
for the suspect and took an aggressive stance toward Detective
Hiatt. Mr. Jacobs continued his behavior and said, referring
to Detective Hiatt, “if he leaves his badge at home and
I get these stitches out I’ll kick his [butt].” Repeatedly
refusing to cease his behavior, Mr. Jacobs was told he was
under arrest, to which he replied “no, I’m not” and
resisted being handcuffed. Finally restraining Mr. Jacobs,
Detective Staats arrested him for resisting arrest and disorderly
conduct and transported him to the Washington County Jail.
Detectives did not enter Mr. Jacobs’ residence and did
not locate the subject with the active warrant.
The following individuals
were processed into the Washington County Jail:
David Wayne Ritchie Jr., age 26, Rural Route
2 Box 456, Milton, WV, for driving under a suspended license
and for speeding, both misdemeanors. Ritchie was arrested on
Interstate 77 by the Ohio State Highway Patrol and processed
into the Washington County Jail on 28 May 09 at 2:45 am.
Bill Jacobs, age 47, 122 Tennis Center Drive
Apt. 38, Marietta, for resisting arrest and disorderly conduct,
both misdemeanors. Jacobs was arrested at his residence by
Detective Staats of the Washington County Sheriff’s Office
and processed into the Washington County Jail on 28 May 09
at 12:15 pm.
Charles Lewis Sexton Sr., age 46, 1209 Cisler Drive Apt. D,
Marietta, for violating the terms of a protection order, a
misdemeanor. Sexton was arrested at his residence by Patrolman
Hickey of the Marietta City Police Department and processed
into the Washington County Jail on 28 May 09 at 11:00 pm.
