On 27 Feb 09 Lt. Wilson conducted a traffic stop on a vehicle driven by J. Paul Farley II, age 34, 45 Colegate Drive, Marietta, for having a broken taillight and for having a cracked windshield. Detecting an odor of alcohol, Lt. Wilson administered sobriety tests on Mr. Farley. Exhibiting obvious effects of alcohol, Mr. Farley was arrested for OVI. During the stop, Lt. Wilson received notification that Mr. Farley’s passenger, Elizabeth D. Thompson, age 23, 11240 Northwood Drive Apt. 9, Inglis, FL, was wanted for a probation violation from Marietta Municipal Court. Informed she was being arrested as well, Ms. Thompson became very agitated and started cursing and yelling. As she was being placed in the back of a cruiser Ms. Thompson even tried to bite Deputy Sheriff Lockhart, who arrived at the scene to assist Lt. Wilson. Charged with disorderly conduct by intoxication, Ms. Thompson was transported to the Washington County Jail with Mr. Farley. At the jail Mr. Farley tested .153 BAC.

On 27 Feb 09 Deborah Clark, age 58, 3035 Indian Run Road, Marietta, reported when she returned to her residence at 11 am after being away for two hours she noticed her kitchen door was broken open. Stolen from Ms. Clark’s home were an HP IPAQ, a thirty-two inch flat panel television, an MP3 player, three digital cameras and a .22 caliber rifle. This case remains under investigation (945).

On 27 Feb 09 Deputy Sheriff S. Travaglio issued a citation to Donald J. Haning, age 31, 33178 County Road 265 Apt. 9, Reedsville, OH, for having a loud exhaust, for not wearing a seat belt and for driving under a license suspended for failing to pay child support. Deputy Travaglio stopped Mr. Haning near milepost one on State Route 7 in Belpre Township.

On 27 Feb 09 Deputy Sheriff Smeeks arrested Heidi J. Casteel, age 28, 9670 McDougal Road, Millfield, OH, for possession of drugs and possession of drug paraphernalia. Stopping Ms. Casteel for speeding on State Route 7 near milepost three, Deputy Smeeks conducted an exterior sniff of the vehicle using his canine. Following a canine indication for the presence of drugs Deputy Smeeks searched the vehicle and discovered a marijuana pipe and small bag of marijuana in Ms. Casteel’s purse.

On 27 Feb 09 Jill E. Keller, age 32, 1615 Briggs Hill Road, Belpre, reported her live-in boyfriend David Flesher, age 32, was intoxicated, yelling profanities and damaged items in their home. When she commented she was calling the police, Ms. Keller said Mr. Flesher threw an egg at the wall, punched another wall and tried to dislodge the faucet from the kitchen sink. Mr. Flesher then fled into the woods and could not be located. Mr. Flesher responded to Deputy S. Travaglio’s attempts to contact him via mobile phone with obscenities and refused to come out of the woods. Deputy Travaglio interviewed Mr. Flesher over the phone the following day, at which time Mr. Flesher admitted he had been drinking. Mr. Flesher went on to say he would not come out of the woods because he was looking for deer antlers, had done nothing wrong and did not want to speak to Deputies. As a result of the incident, Deputy Travaglio requested a summons for Mr. Flesher for disorderly conduct by intoxication.

Robert C. Burgett, age 31, 45145 Stock Township 233k, Summerfield, OH, for contempt of a court order and for failing to appear to serve three days in jail on 3 Sep 08.

Gary M. Henthorn, age 39, 33205 State Route 800, New Matamoras, for failure to appear at a court ordered hearing on unpaid fines in the sum of $292.

Kenneth W. Sherrell Jr., age 22, 2405 Cleveland Avenue, Steubenville, OH, for possession of less than 100 grams of marijuana on 23 Jan 09.

Tytus L. Shields, age 20, 1030 Clear Creek Road, Parkersburg, for contempt of a court order on 8 Oct 08.

Kenneth A. Bay, age 20, 417 Florence Street, Belpre, for an assault committed in Belpre on 13 Feb 09.

Jennifer L. Jones, age 36, 1210 Poplar Street, Belpre, for violating the terms of her probation by failing to show proof of completing twenty-four hours of community service.

Eric S. Owens, age 29, 673 Rocky Point Road, Fleming, for driving under an FRA suspended license on 14 Feb 09.

The following individuals were processed into the Washington County Jail:

Meghan Nichole Evans, age 19, 1908 Avery Street, Parkersburg, for a felony charge of receiving stolen property and for misdemeanor charges of misuse of a credit card and receiving stolen property. Evans was arrested at the Comfort Inn by Patrolman Caldwell of the Marietta City Police Department and processed into the Washington County Jail on 27 Feb 09 at 12:47 am.

Elizabeth Dawn Thompson, age 23, 11240 Northwood Drive Apt. 9, Inglis, FL, for disorderly conduct by intoxication and for violating the terms of her probation, both misdemeanors. Thompson was arrested on Front Street in Marietta by Lt. Wilson of the Washington County Sheriff’s Office and processed into the Washington County Jail on 27 Feb 09 at 2:29 am.

James Paul Farley II, age 34, 45 Colegate Drive, Marietta, for .17 breath OVI, a misdemeanor. Farley was arrested on Front Street in Marietta by Lt. Wilson of the Washington County Sheriff’s Office and processed into the Washington County Jail on 27 Feb 09 at 3:02 am.

Noel Melody Sullivan, age 21, 4701 Emerson Avenue, Parkersburg, for .08 breath OVI and for failure to dim her headlights, both misdemeanors. Sullivan was arrested on Front Street in Marietta by the Ohio State Highway Patrol and processed into the Washington County Jail on 27 Feb 09 at 3:53 am.

Christopher Allen Reynolds, age 21, 16 Rubles Curt Apt. 4, Parkersburg, for receiving stolen property and for misuse of a credit card, both misdemeanors. Reynolds was arrested at the Comfort Inn in Marietta by Patrolman Nedeff of the Marietta City Police Department and processed into the Washington County Jail on 27 Feb 09 at 4:43 am.

Heidi J. Casteel, age 28, 9670 McDougal Road, Millfield, OH, for possession of drugs and possession of drug paraphernalia, both misdemeanors. Casteel was arrested in Little Hocking by Deputy Sheriff Smeeks and processed into the Washington County Jail on 27 Feb 09 at 11:10 am.

Nicole Marie Lowers, age 31, 305 Center Street, Beverly, for failure to appear at a court ordered hearing on unpaid fines, a misdemeanor. Lowers was picked up at the North Central Regional Jail by Deputy Sheriff O’Brien and processed into the Washington County Jail on 27 Feb 09 at 12:24 pm.

Bryan Andrew Huff, age 39, 24 Colegate Drive, Marietta, for violating the terms of his probation, a misdemeanor. Huff was arrested at his residence by Probation Officer Hamilton and processed into the Washington County Jail on 27 Feb 09 at 5:35 pm.

Justin Ryan Schroeder, age 27, 6235 Fifteenmile Creek Road, Wingett Run, for driving under a suspended license and for speeding, both misdemeanors. Schroeder was arrested on State Route 7 by the Ohio State Highway Patrol and processed into the Washington County Jail on 27 Feb 09 at 7:46 pm.
