On 14 Feb 09 Pamela Siders, age 48, 1700 Benedict
Road, Fleming, reported she was in her dining room around 6:00
pm when she heard a gunshot and observed what appeared to be
a stunned or wounded deer in the nearby woods. Shortly thereafter
Ms. Siders noticed a vehicle in her driveway. Located at his
home with a vehicle matching Ms. Siders’ description,
Kenneth Gibb, age 20, 852 Benedict Road, admitted he was traveling
home on Benedict Road when he fired a round from his truck
with a .22 caliber rifle. As a result, Deputy Sheriff Carr
forwarded evidence supporting a felony charge of improperly
handling a firearm to the Prosecutor’s Office for further
action.
On 14 Feb 09 Deputy Sheriff Hornbeck arrested
Ryan A. Hickel, age 23, 23971 Moyis Road, Coolville, for .08
breath OVI and for driving under a suspended license. Signaling
a turn while westbound onto Farson Street from US 50, Mr. Hickel
turned into the grass fifty feet before the intersection, struck
a sign, drove across Farson Street and continued back onto
US 50. Upon stopping and speaking to Mr. Hickel, Deputy Hornbeck
noticed a strong odor of alcohol and observed that Mr. Hickel
had glassy, bloodshot eyes. Performing poorly on field sobriety
tests, Mr. Hickel was transported him to the Washington County
Jail where he tested .160 BAC.
On 14 Feb 09 Deputy Sheriff Lockhart issued
a citation to Eric S. Owens, age 29, 673 Rocky Point Road,
Fleming, for driving under a suspended license. Deputy Lockhart
stopped Mr. Owens on State Route 7 near Hannah Road in Warren
Township.
On 14 Feb 09 Wildlife Officer Bear reported
he was executing a search warrant at the residence of Shawn
L. Pierce, age 30, at 60B Heater Road, Newport, in search of
illegally taken deer parts when he discovered drug paraphernalia.
Viewing the items discovered, Deputy Sheriff Simmons questioned
Mr. Pierce. Mr. Pierce admitted he occasionally used the paraphernalia
to smoke marijuana and to snort Vicodin. Deputy Simmons seized
the contraband and requested a summons for Mr. Pierce for possession
of drug paraphernalia.
On 14 Feb 09 Deputy Sheriff Carr requested
a summons for a seventeen year old Belpre resident to appear
in Juvenile Court for being unruly. Upset over rumors she heard
at school, the teenager started cursing at her mother when
she mentioned speaking to school authorities. The incident
reached a crescendo when the teenager through a phone through
the front window of the home. The teenager eventually calmed
down and assisted her mother in cleaning up the broken glass.
On 14 Feb 09 Deputy Sheriff Travaglio arrested
Justin L. Moore, age 23, 16826 Minerva Avenue, Caldwell, for
possession of drug paraphernalia, possession of marijuana and
possession of Xanax. Stopped in Macksburg for not having a
front license plate and for having a cracked windshield, Mr.
Moore appeared nervous and had a strong odor of marijuana.
A pat down of Mr. Moore for weapons revealed a burnt marijuana
roach and a joint in Mr. Moore’s pockets. A subsequent
search of Mr. Moore’s vehicle produced an additional
six marijuana roaches. Prior to processing Mr. Moore into jail
Deputy Travaglio found a cellophane wrapper containing a Xanax
pill stuffed in the back seat of his cruiser. Asked about the
pill, Mr. Moore admitted he tried to conceal the pill because
he was scared.
The following individuals
were processed into the Washington County Jail:
Kenneth Allen Bay, age 20, 417 Florence Street, Belpre, for
menacing and for assault, both misdemeanors. Bay was arrested
at his residence by Deputy Sheriff Hornbeck and processed into
the Washington County Jail on 14 Feb 09 at 12:30 am.
Wesley Joseph Huddleston, age 21, 632 Cisler Drive, Marietta,
for breach of recognizance and for disorderly conduct by intoxication,
both misdemeanors. Huddleston was arrested at his residence
by Patrolman Thomas of the Marietta City Police Department
and processed into the Washington County Jail on 14 Feb 09
at 2:04 am.
Ryan Adam Hickel, age 23, 23971 Moyis Road, Coolville, for
.08 breath OVI and for driving under a suspended license, both
misdemeanors. Hickel was arrested on Farson Street in Belpre
by Deputy Sheriff Hornbeck and processed into the Washington
County Jail on 14 Feb 09 at 4:25 am.
Lanae Lois Neuenschwander, age 41, 2680 Korea Port, Henderson,
NV, for forgery and theft, both felonies. Neuenschwander was
picked up in Henderson, NV by Deputy Sheriff Underwood and
processed into the Washington County Jail on 14 Feb 09 at 5:07
pm.
Justin Lee Moore, age 23, 16826 Minerva Avenue, Caldwell,
for possession of drug paraphernalia, for operating a vehicle
with expired plates and for two counts of possession of drugs,
all misdemeanors. Moore was arrested in Macksburg by Deputy
Sheriff S. Travaglio and processed into the Washington County
Jail on 14 Feb 09 at 6:29 pm.
