On 13 Feb 09 a Chevy SUV driven by Penny S. McClain, age 40, 955 Tick Ridge Road, Vincent, sustained moderate damage when she struck the lift of a Broughton’s delivery truck. Ms. McClain entered the parking lot of Par Mar at 8600 State Route 339, Barlow, while milk was being delivered and struck the lift with the passenger side of her vehicle and caused minor damage. No injuries were reported (805).

On 13 Feb 09 Deputy Sheriff Hornbeck requested a summons for Marissa B. Kiggans, age 23, 75 Martin Drive, Fleming, for passing a bad check. The bondsman who posted bond for Ms. Kiggans to get out of jail in November 2008 reported Ms. Kiggans wrote him a check for $50 that was drawn on a closed account. Ms. Kiggans acknowledged writing the check but claimed it was accidental due to her failure to properly balance her account.

On 13 Feb 09 Deputy Sheriff Smeeks issued a citation to Levi U. Bills, age 20, 4100 Cow Creek Road, Saint Marys, for traveling 71 mph in a 55 mph zone. Deputy Smeeks stopped Mr. Bills near milepost fifteen on State Route 7 in Warren Township.

TEEN ARRESTED FOR RAPE OF FOUR YEAR OLD

Investigating a report of possible sexual abuse, Detective Rhodes arrested on 13 Feb 09 arrested a sixteen year old Lowell resident for rape. Earlier that afternoon the victim’s grandmother reported her granddaughter was experiencing soreness in her private area. The toddler also said told her grandmother that the sixteen year old, who was a family friend and babysitting for her at the time, touched her inappropriately. Interviewed with his parents’ permission, the teenager admitted he tried to have sex with the girl and expressed remorse for his actions. At that time Detective Rhodes took the juvenile into custody and transported him to the Washington County Juvenile Center where he remains incarcerated.

the Sheriff’s Office received the following warrants:

Logan G. Abbott, age 20, 211 E. Spring Street, Marietta, for breach of recognizance for failing to appear for arraignment on 2 Feb 09.

Ronald L. Hornbeck, age 37, 1610 Hill Street Apt. G, Belpre, for breach of recognizance for failing to appear in court for a probation violation on 28 Jan 09.

Jamie M. Hower, age 22, 17020 State Route 550, Marietta, for breach of recognizance for failing to appear for arraignment on 17 Jan 09.

Cecil D. Ingold, age 51, New Matamoras, for breach of recognizance for failing to appear for pretrial on 23 Jan 09.

Beatrice R. Richards, age 51, 325 Lynch Church Road, Marietta, for failure to appear at a court ordered hearing on unpaid fines in the sum of $950.95.

James D. Somerville, age 41, 154 Dee Street Lot 9, Waverly, WV, for failing to appear to serve three days in jail on 2 Feb 09.

Amanda Wharton, age 27, 211 E. Montgomery Street, Marietta, for failing to appear for pretrial on 9 Feb 09.

Chester B. Wilson, age 51, 119 Schilling Street, Marietta, for failure to appear at a court ordered hearing on unpaid fines in the sum of $1,414.40.

The following individuals were processed into the Washington County Jail:

Henry Clement Lori Jr., age 47, 710 Front Street, Marietta, for failure to appear at a court ordered hearing on unpaid fines and for contempt of a court order, both misdemeanors. Lori was arrested at Marietta Memorial Hospital by Deputy Sheriff Anderson and processed into the Washington County Jail on 13 Feb 09 at 12:25 am.

David Aaron Hansen, age 31, 832 Ridge Street, Marietta, for contempt of a court order and for contempt for failing to pay fines, both misdemeanors. Hansen was arrested in Marietta Municipal Court by Patrolman Ellenwood of the Marietta City Police Department and processed into the Washington County Jail on 13 Feb 09 at 11:30 am.

Jon Arlie Harbert, age 32, 2177 Maddock Street, Lorain, OH, for two misdemeanor counts of nonsupport of dependants. Harbert was picked up in Lorain County by Captain Ketelsen of the Washington County Sheriff’s Office and processed into the Washington County Jail on 13 Feb 09 at 5:49 pm.

Michael Leroy McMannis, age 47, 38190 Keithtown Road, Caldwell, for a felony charge of OVI and for misdemeanor charges of driving under a suspended license and having defective exhaust. McMannis was arrested on State Route 60 by the Ohio State Highway Patrol and processed into the Washington County Jail on 13 Feb 09 at 8:53 pm.
