On 7 Feb 09 Deputy Sheriff Carr requested a summons for Sarah Sturm, age 51, 150 Camelot Road Lot 21, Belpre, for falsification and for theft. First interviewed on 3 Feb about a mobile phone her son found and gave to her, Ms. Sturm intentionally gave Deputy Carr the incorrect phone to return to its owner and made several misleading statement about the phone.

On 7 Feb 09 Larry Huffman, age 55, 363 Clutter Road, Waterford, two saddles, valued at over $1,300, were stolen from a barn on his property. This case remains under investigation (790).

On 7 Feb 09 Deputy Sheriff Carr investigated the report of an individual being in possession of a firearm in violation of a protection order against him. Located at the Fort Harmar Rifle Range while receiving training for carrying a concealed weapon, Scott C. Garber, age 36, 2500 23rd Street, Parkersburg, was in possession of a 9 mm handgun and three boxes of ammunition. As a result, Deputy Carr arrested Mr. Garber for violating the terms of a protection order and transported him to the Washington County Jail.

On 7 Feb 09 Michael Emerick, age 50, 70 Main Street, Waterford, reported his wife was being abusive and grabbed him for no reason. Contradictorily, Mrs. Emerick said her husband arrived home highly intoxicated and started to verbally provoke her. Mrs. Emerick stated Mr. Emerick poured a can of creamed corn on her and she locked him in the basement to protect herself and her granddaughter. Determining Mrs. Emerick was not in fear for her safety, Deputy Sheriff Hornbeck arrested Mr. Emerick for disorderly conduct by intoxication and transported him to the Washington County Jail.

The following individuals were processed into the Washington County Jail:

Malachi Abraham Hornbeck, age 20, 1718 ½ Park Street, Parkersburg, for operating a vehicle without a license, a misdemeanor. Hornbeck was arrested in Belpre by Patrolman Kirby of the Belpre City Police Department and processed into the Washington County Jail on 7 Feb 09 at 1:30 am.

Scott Christopher Garber, age 36, 2500 23rd Street, Parkersburg, for violating the terms of a protection order, a misdemeanor. Garber was arrested at the Fort Harmar Gun Club by Deputy Sheriff Carr and processed into the Washington County Jail on 7 Feb 09 at 12:26 pm.

Justin Allan Jones, age 21, 632 Seventh Street, Marietta, for contempt for failing to pay fines, a misdemeanor. Jones was arrested on State Route 7 by Sgt. Stackpole of the Washington County Sheriff’s Office and processed into the Washington County Jail on 7 Feb 09 at 8:26 pm.

Michael Allen Emerick Sr., age 50, 70 Main Street, Waterford, for disorderly conduct by intoxication, a misdemeanor. Emerick was arrested at his residence by Deputy Sheriff Hornbeck and processed into the Washington County Jail on 7 Feb 09 at 9:05 pm.
